Job Description
Position Summary:
Perform duties to provide specialized customer service and technical skills to support the permits and development sector of the Building & Safety Department. Perform duties where applications or circumstances may be more complex or require deeper understanding of permitting process, working within the limits of standard or accepted practice.Essential Functions:
Review permit applications and supporting documents to assess scope of project and relevant permit requirements. Ensure application is accurate and complete by completing a sufficiency review of the entire submittal. Complete workflow task in software system to initiate the plan review process. Review plan modification submittals for revisions or amendments to existing permit applications for completeness. Complete workflow task in software system to initiate the modified plan review process. Respond to inquiries of developers, architects and property owners by providing information related to permit procedures and policies via appropriate means of communication: electronic, verbally or in person. Train and assist customers on system operation and problem solving. Perform data entry and file maintenance as required by position. Scan and archive documents. Review and process permit applications and plans necessary for the issuance of construction permits. Issue permits. Conduct application sufficiency review for other submittal applications such as: Alternative Materials & Methods requests, Temporary Certificate of Occupancy requests, Outside Normal Hours Inspection requests, Contractor Registration and Updates, plus others as they are developed and implemented. Calculate fee estimates for customers and collect payments, when necessary. Prepare financial reports as required. Greet and assist customers. Provide information, and answer questions for the public regarding departmental policies and procedures pertaining to permits. Answer telephones and provide information as requested. Route calls as necessary.Other Duties:
Perform or assist with any operations, as required to maintain workflow and to meet schedules and quality requirements. Participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies. Perform other related duties as assigned.Competency:
The individual must speak English, must be able to clearly and articulately communicate through both the spoken and written word and must have a good command of English grammar and spelling. Readily able to distinguish critical communications or needs from those of a noncritical nature and be able to act accordingly. Demonstrate the ability to prioritize issues and tasks. Knowledge of organization, procedures, and operating details of the division. Demonstrate proficiency in Microsoft Office Programs and other required software. Advanced computer keyboard functions, data entry, record keeping techniques, and accounting skills. Must have the ability to type effectively at 30-40 words per minute. Must have respect for confidentiality and understand security of Intellectual Property. Excellent customer service skills.Education/Experience Requirements:
Graduation from high school or equivalent. Three years' experience as a Permit Technician I or equivalent permitting experience. International Code Council Permit Tech Certification required. Regular, dependable attendance required.Other Requirements:

Must possess a valid Florida State Driver's license and maintain eligibility under the District's commercial vehicle program.Physical Demands:
While engaging in the duties of this position the Employee performs lifting and/or carrying of up to 20 lbs. occasionally. Employee sits constantly. Employee stands and walks occasionally. Employee occasionally bends/stoops/crouches and pushes/pulls. Employee uses their hand(s)/arm(s) to reach in any direction and seize, grasp, hold and turn object using hand(s). Employee uses fingers, versus whole hand, to pick, pinch and feel objects. Employee sees, talk and hear as they communicate with others in person, electronically or by phone. Employee will operate motor vehicle(s) that involve the use of hand/foot controls. While performing the duties of this job, an employee is regularly required to sit, stand, walk, touch, speak, hear, and see. An employee is occasionally required to bend, kneel, reach, twist, carry, climb, push and pull. An employee must lift and/or move small articles and occasionally lift objects up to 20 pounds. An employee must demonstrate fine motor skills and to be able to operate vehicles and other equipment.Pay:
