Job Description

Under direct supervision, the purpose of this position is to perform a wide variety of police and law enforcement activities. Employees in this classification perform skilled-level work. The position is responsible for tasks that are service and protection oriented, and include collecting and dispensing information, arbitrating disputes, providing help, protecting and recovering property, preventing crime, investigating, and providing other public protection services. Duties include an element of personal danger, i.e., exposure to life-threatening circumstances, apprehending criminals, and transporting prisoners. This position will have enhancements assigned to be responsible for enforcing traffic laws, promoting roadway safety, investigating traffic crashes, and providing rapid response patrol services using traffic unit patrol vehicles. Incumbents perform duties in accordance with State Statutes and established departmental policies, procedures, and guidelines. The incumbent must be able to act without close supervision and must be able to exercise independent judgment. Performs related work as required.
Essential Functions:
Enforces State and local traffic laws to ensure safety throughout the city, with specialized enforcement plans, high accident areas, school zones, and high traffic enforcement areas to include local ordinances. Enforcement of parking regulations throughout the city. Investigates motor vehicle accidents and protects lives and property at all motor vehicle accident scenes. Use mathematical analysis obtained from crash scene data to assist in determining the circumstances and causes surrounding a crash. Identify, record, and map physical evidence found at the crash scene. Identifies and issues municipal citations to violators of misdemeanor offenses. Detect areas for TEA locations for driving behaviors to include speeding, reckless driving, DUI/DWI offenses, commercial vehicle violations, distracted drivers, school zone concerns, etc. Monitor high traffic corridors, school zones, and accident-prone areas. Conducts routine preventive patrol in designated residential and business areas, and initiates contacts with both business operators and residents to establish open communications, gather and dispense information, and establish the presence of law enforcement within the community. Responds to calls for police service and takes action upon observing a circumstance or situation requiring police attention, including but not limited to responding to domestic disputes and disturbances, disputes among neighbors, juveniles, and ongoing criminal investigations. Interviews and takes statements from witnesses, victims, suspects, arrested persons, and informants to obtain pertinent information concerning accidents/crimes. Provides information to the public, victims, witnesses, and relatives concerning available services in the community. Provide assistance and service to the public, including changing tires, directing traffic, etc. Responds to burglary and fire alarms, and robbery in-progress calls, performs initial building searches and protects possible crime scenes, and apprehends criminals and suspects if necessary. Conducts initial crime scene investigations, including but not limited to, identify and collect crucial evidence to be secured for processing, labels evidence with data for crime scene reconstruction, packages, and stores evidence in a manner to protect the chain of custody. Assist in Special Operations with parades, escorts, and community events. Promote positive police community interactions, conduct traffic safety presentations, and public education programs. Enforces laws and apprehends misdemeanors and felony violators and fugitives; arrests and transports persons found to have committed a criminal act. Testifies in civil, traffic, and criminal court proceedings; ALR and Evidentiary hearings; Parole Board hearings and gives depositions. Performs considerable report and record maintenance duties, i.e., initial investigations, crime reports, felony reports, statements, arrest reports, warrant forms, inventory and search, property receipts and dispositions, and misdemeanors. Attends in-service training as directed to maintain current knowledge of changes in laws, new methods of enforcement, and other trends and developments in law enforcement. Develops and maintains relationships with other City departments. Works closely with the City's Development Department to point out different areas of the city that may need changes to help facilitate the flow of traffic. Assists fire personnel at the scene as directed. Attendance needs to be regular and timely during assigned work hours. After-hours and weekend work are required as necessary.

Ensure all financial functions, recordkeeping, and reporting are performed timely and accurately, and that records are properly created and maintained. Necessary Knowledge, Skills and Abilities:
Requires the ability to review, classify, categorize, prioritize, and/or analyze data and/or information. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships. Requires the ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations. Requires the ability to operate and control the actions of equipment, machinery, tools, and/or materials requiring complex and rapid adjustments. Requires advanced motorcycle operation skills and the ability to operate a motorcycle for extended periods of time. Requires the ability to utilize a variety of advisory data and information, such as federal laws, state statutes, Rules of Evidence, Health and Safety Codes, and local ordinances. Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs. Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Requires the ability to exercise the judgment, decisiveness, and creativity required in situations involving the evaluation of information against measurable or verifiable criteria. Requires the ability to perform skilled coordinated movements, such as operating a computer terminal, mapping equipment, patrol vehicle, police radio, radars, handcuffs, and a handgun.

Minimum Qualifications Requirements:
High School Diploma or equivalent. TCOLE Intermediate Peace Officer Certification. Three (3) years of law enforcement experience. No disciplinary action resulting in time off or demotion in the last 365 days prior to the date of the assessment. This position requires the completion of specified training upon acceptance of the position or within one (1) year of employment/transfer/promotion to include a motorcycle endorsement on a valid Texas Driver s License required by the Texas Department of Public Safety. Valid Texas Driver s License required, reliable transportation, and ability to drive; maintain and provide proof of liability insurance. The ability to respond to after-hours calls.

Physical Ability :
Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (50-200 pounds). This will also include the physical ability to maneuver, manipulate, and lift a motorcycle (600-900 pounds).
