Job Description
The Office of Statewide Pretrial Services' (OSPS or Office) is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office's mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS prepares pretrial investigation reports for the courts and supervises individuals released from custody as directed by the court. The Pretrial Services Administrator provides subject matter expertise on pretrial practices and assists in recruiting, hiring, and onboarding staff. The Pretrial Services Administrator works under the general supervision of a supervisor, with considerable independence, exercising professional judgment. The hours for this position are as follows:
- Monday to Friday, 8:00 AM - 4:00 PM Region 5 includes the following counties: Crawford, Richland, Lawrence, Wabash, Edwards, Wayne, Jefferson, Jackson, Franklin, Hamilton, White, Gallatin, Saline, Williamson, Union, Johnson, Pope, Hardin, Massac, Pulaski, or Alexander County
FUNCTIONS INCLUDE
- Serves as a pretrial services subject matter expert and provides general guidance and direction on pretrial services delivery to OSPS staff.
- Participates in the recruiting, hiring, and onboarding of front-line staff.
- Facilitates communication between OSPS divisions, sections and units.
- Schedules and attends staff trainings as needed to ensure OSPS staff meet established quality standards.
- Conducts site visits in various counties to assist OSPS staff with pretrial services delivery and ensure consistency across the agency.
- Reviews work product, data and reports to evaluate completeness and determine compliance with the OSPS' quality standards.
- Maintains up-to-date working knowledge of pretrial services, criminal justice and community corrections issues by being connected to the latest research and best practices as well as developing and maintaining substantial relationships with experts and organizations.
- Prepares and presents reports, both verbally and in writing, on topics related to delivery of pretrial services in Illinois.
- Serves as a supervisor by providing instructions, setting expectations, observing performance, providing feedback through ongoing and annual performance evaluations, participating in the hiring process, and recommending corrective or disciplinary action when necessary
- Performs other duties as assigned.
EDUCATION AND EXPERIENCE
Minimum Qualifications:
- Bachelor's Degree in court administration, criminal justice, public administration, business administration or a related field from an accredited institution.
- Ability to be LEADS (Law Enforcement Agencies Data System) certified.
- Five years of experience in community corrections.
- Thorough knowledge of the criminal justice system including related Illinois statutes, regulations, procedures and operations at the trial court level, and a comprehensive perspective of legal and evidence-based pretrial services including pragmatic applicability and implementation.
- Two years of project management experience, including system analysis, strategic planning, and design.
- Proficient in the use of Microsoft Office products (i.

- Master's Degree in court, public, criminal justice or business administration or a related field from an accredited institution.
- Ten years of progressively responsible experience in pretrial services.
OTHER KNOWLEDGE/SKILLS/ABILITIES
- Effective oral and written communication, presentation, facilitation, and interpersonal skills.
- Ability to plan, organize, implement, and maintain a variety of functions and projects simultaneously and meet required deadlines and schedules.
- Ability to positively and professionally interact with co-workers.
- Demonstrated leadership skills including planning and priority setting, sound decision-making, problem-solving, and analytic and interpretive skills.
PHYSICAL REQUIREMENTS
- Ability to sit for extended time periods.
- Ability to use of a telephone and process written documents.
- Ability to lift and move items, such as paper reams and full banker boxes for filing.
