  • $ 148,054 This position is designated as Exempt Managerial The Department of Military and Veterans Affairs Agency seeks an experienced and dynamic candidate to serve as the State Veterans Homes Administrative Director.
The State Veterans Home Program organizational unit, as defined by NC General Statute 143b, Part 10, provides statewide highly qualified long-term skilled nursing care to qualified veterans and/or spouses of veterans. The homes program consists of five State veterans' homes and planning for additional homes as required. In collaboration with the State Veterans Homes Operation Director, this position oversees the business functions and financial functions for the State Veterans Home Program. This position develops business practices and policies and prepares a multi-million-dollar state veteran home budget. This position applies for Federal grants to establish new facilities, renovate existing facilities, and ensure all time frames are met within the Federal and State mandates. This position is the contracting officer for the contract provider that operates the State Veterans Homes. This position drafts the Request for Proposal for the contract bidding of the homes, forecasts future needs for the homes, and plans for funding and personnel to meet future needs. The State Veterans Homes Administrative Director shall coordinate the master planning, land acquisition, and construction of all State veterans' homes in accordance with the procedure set forth by the State Construction Office. Occasional travel among the five State veterans' homes will be required, including a requirement to visit each of the five State veterans' homes within the first 90 days of employment. Knowledge, Skills and Abilities/ Competencies Documented experience of Federal and State long-term care regulations and statutes. and federal licensure and certification processes for skilled nursing facilities. Documented experience of applicable standard of care. Experience with supervising, planning, organizing, and directing employees. Demonstrated experience with managing large budgets. Documented experience writing grants and understanding of the grants process. Documented experience creating and presenting information to executive leadership and/or legislative bodies Management Preference Management Preference Prefers candidates with direct experience with workflows and decision-making protocols within the US Department of Veterans Affairs Minimum Education and Experience Some state job postings say you can qualify by an "equivalent combination of education and experience." Bachelor's degree from an appropriately accredited institution and three (3) years of program experience in the area of assignment, including two years of managerial experience in the public or private sectors involving significant decision-making authority in the planning, organizing and directing of operations in the areas of the assigned program(s); or an equivalent combination of education and experience.
