  • Full-time Overview The Program Manager is responsible for the overall implementation, oversight, and compliance of National Healthcare and Housing Advisors' (NHHA's) Bridge Housing, Housing Navigation, and Rental Assistance program under contract with Imperial County Behavioral Health Services (ICBHS), including the Behavioral Health Bridge Housing (BHBH) program.
This role provides operational leadership across two residential facilities and up to 20 interim housing beds, ensuring compliance with all contractual requirements, regulatory standards, and program expectations, including CalAIM, Enhanced Care Management (ECM), and Community Supports where applicable. A core responsibility of this role is to ensure accurate BHBH eligibility verification, coordination with Imperial County Behavioral Health (ICBHS), and reconciliation of referral and participant data. Responsibilities Program Oversight & Compliance Oversee program operations across NHHA Facility and County Facility Ensure delivery of bridge housing services limited to ICBHS-referred BHBH participants only Maintain compliance with all contract, regulatory, and CalAIM-related requirements Ensure program alignment with ECM and Community Supports where applicable ICBHS Coordination & Eligibility Verification Serve as primary liaison with ICBHS Verify BHBH participant eligibility through referral validation processes Reconcile monthly participant rosters with ICBHS referral logs Participate in quarterly program meetings with ICBHS Support site visits and verification by ICBHS Mental Health Rehabilitation Technicians Ensure accurate reporting of all program participants and outcomes Facility & Program Oversight Oversee operations of up to 20-bed interim housing program Ensure safe, compliant, and operational residential environments Lead transition and readiness for County Facility operations Oversee implementation of program policies (admission, discharge, care coordination, etc.) Staff & Subcontractor Oversight Supervise House Manager and program support staff Oversee subcontractors: Housing Navigator & Housing Specialist & Safety and Stabilization Counselors Ensure performance, documentation, and service delivery compliance Data, Reporting & Compliance Ensure accurate HMIS data entry and reporting (AB 977 compliance) Maintain audit-ready documentation for ICBHS and DHCS Ensure alignment with Medi-Cal billing and CalAIM requirements Monitor program performance metrics and outcomes Financial & Contract Oversight Manage program operations within contract budget ($5.46M cap) Monitor expenditures and billing compliance Coordinate with Medi-Cal managed care plans where applicable Ensure contractual compliance and reporting requirements are met Minimum Qualifications Bachelor's degree in Social Work, Public Administration, Healthcare Administration, or related field (Master's preferred) 3-5 years of experience managing housing, homeless services, behavioral health, or related programs Experience supervising staff and managing multi-site operations Experience with HMIS or similar data systems Working knowledge of CalAIM, ECM, and Community Supports Preferred Qualifications Experience working with county behavioral health systems or Medi-Cal programs Experience managing CalAIM-aligned programs Familiarity with Housing First and progressive engagement models Experience managing subcontractors Core Competencies Program leadership and compliance oversight Contract and regulatory management Data-driven decision making Cross-agency coordination Trauma-informed care
