Job Description
Position Summary Reporting to the Town Manager, the Public Works Director leads the overall operations of the Town's Public Works Department including streets, wastewater, drainage, fleet, building facilities, code enforcement, trash services, parks operations and construction inspection of public improvements. Serves as part of the overall staff leadership team of the Town of Argyle, providing oversight and assistance with other functional areas and special projects as assigned.
Job Responsibilities Essential Functions:

Essential duties and responsibilities may include, but are not limited to, the following: Provides a strategic vision for improving and maintaining the public works assets of the Town of Argyle for the betterment of the citizens and businesses of the Town of Argyle. Develops and maintains an organizational culture for the Public Works Department of professionalism, customer service, hard-work and dedication to public service. Sets goals and implements day to day processes to achieve consistent high-quality outcomes, documentation of efforts and results, and identifies opportunities for continuous improvement. Balances implementation of daily routines, seasonal projects and major improvements between staff and contract services to achieve the best and most reliable results. Provides planning and oversight of public works facilities and infrastructure including new construction, upgrades, improvements, and replacement; plans and oversees Town drainage infrastructure and related permitting and inspections. Maintains effective contacts and relationships with entities impacting or contributing to the safety and maintenance of various public works within the Town Limits and ETJ, such as TXDOT, UPRR, Denton County, TRA, City of Denton, franchise utilities, Argyle Water Supply Corporation and others. Coordinates partnerships, improvement programs and service delivery with partners such Keep Argyle Beautiful, Argyle Youth Sports Association, Denton County Master Gardeners, Master Naturalists, various HOAs, the Argyle Business Association and other entities utilizing the public facilities of the Town of Argyle. Leads procurement, contracting, implementation oversight, bill payments, project close out and post construction accountability (warranties, bonds, et cetera) on all public works improvements. Maintains street inventory and maintenance schedule for budgeted regular preventative maintenance, spot repairs, rehab projects and scheduled improvements. Provides expertise and oversight of all traffic planning and management including working with PD, detours, temporary blockages, and repairs to traffic devices and signage. Verifies compliance with wastewater contracts, Texas Commission on Environmental Quality (TCEQ) requirements and other standards by supervising the monitoring of the Town's wastewater system, including the documentation thereof. Oversees a regular schedule of assessing and maintaining the Town's stormwater system, including regular and pre/post rain event checking, clearing of key locations in the drainage system and performing or outsourcing location specific major drainage improvements. Oversees a regular schedule of assessing and maintaining the Town's building facilities and fleet, providing for all regular and special maintenance needs along with recommendations as necessary for replacing/repairing building systems and upgrading the fleet of the Town by purchase, lease or outsourcing. Provides a regular schedule of assessing and maintaining the Town's park and open space holdings, including trash and illegal dumping pick up and removal, irrigation and lighting maintenance, mowing, tree trimming and other activities and improvements necessary for the safety and appearance of Town owned land. Serves as the Town's point of contact for the Town-wide solid waste franchise contract and assures a high level of customers service by the franchise hauler. Works in cooperation with Community Development Department to provide Code Enforcement Services Provides for a regular program of trash removal, mowing and vegetation management along key rights of way and easements to provide for an attractive and safe roadway, drainage and wastewater system. Works with the Town Manager and communication team to keep residents, elected officials and stakeholders informed of on-going and upcoming Public Works activities. Supervises and assists all public works crews to keep projects on schedule and maintain quality standards, including providing field inspections as necessary to assure a safe working environment in a variety of weather conditions. Provides professional management of Public Works revenues and expenditures, cash flow, and debt issuance; oversees and participates in budget preparation, compliance, and reporting. Plans and oversees all training needs for department personnel to ensure records are maintained and employees have all required certifications and training for assigned duties. Provides professional oversight of hiring, firing and disciplinary actions for all public works employees; oversees performance evaluations for all public works employees. Reviews all Department policies, regulations, and procedures to ensure necessary updates and improvements are brought forward and conveyed to administration. Ensures employee compliance with all Town financial policies and procedures pertaining to petty cash, POs purchasing, bidding, time sheets, and reporting. Provides professional, accurate and timely review of all onsite septic facilities plan submittals and construction and inspection permitting; tracks maintenance contracts. Participate in Development Review Committee and Town Council meetings as required to report on and represent Public Works Department. May assist in the field and provide training to staff in all aspects of Public Works team activities and tasks. Identifies and removes debris from Town properties, roadways and drainage as identified during regular field work. Oversees planning and operations of on-site field support for Town events (Easter Egg Hunt, Arbor Day, et cetera) and assists staff and volunteers with on-site field organization, set up, clean up and take down. Works as necessary for the betterment of the overall organization. Effectively works with a team of Department leadership advising the Town Manager. Regular and consistent attendance for the assigned work hours is essential. May occasionally be required to work on-call, weekends and evenings. Performs other duties as required or assigned. Developing and presenting short- and long-range strategic plans Maintaining composure and professionalism in stressful situations. Organizing work and setting priorities to meet deadlines. Providing effective supervision, leadership, and direction to assigned staff. Preparing clear and concise reports. Establishing and maintaining strong working relationships. Communicating effectively both verbally and in writing. Operating a computer including standard software and some specialized software.Education and Experience:
College degree required, with engineering, construction, business or public administration class work preferred Seven (7) years of increasingly responsible experience in municipal public works operations which includes a minimum of four (4) years of supervisory responsibilities; Or, an equivalent combination of education, training, and experience.Licenses, Certifications, and Equipment:
Must possess a valid State driver s license Must possess a Class II Collections System certification issued by the TCEQ or obtain within one (1) year of hire. Must possess an On-Site Sewage Facilities Designated Representative license issued by the TCEQ or obtain within one (1) year of hire. Physical Requirements This position is considered part of the emergency response capability of the Town of Argyle and will be called upon to journey to work on-site in difficult and challenging weather events to coordinate and assist in field work during severe weather events, including traversing substantial distances on unpaved, unlevel surfaces to perform on-site safety assessments to determine the safety of working conditions for Town employees and contractors. Work is required to be performed partially in a Service Center field office environment, partially in a Town vehicle and partially in uncertain and potentially hazardous field conditions: In the Service Center office environment, traverse a garage, unimproved parking area and office to oversee staff and move/relocate field equipment, operates all standard office equipment such as personal computer and related software, copy machine and assess the functionality of various field equipment. In a Town vehicle, driving from location to location in and around the Town, entering, operating and exiting the vehicle repeatedly along active roadways when necessary to assess safety conditions, work requirements and employee/contractor performance in the field during a wide variety of weather conditions. In the field, review and assess the safety of work conditions on paved and unpaved surfaces in level and unlevel environments, inspect drainage and wastewater facilities in detail. Overall, work required which includes carrying bulky or heavy equipment in field conditions, exposure to various outdoor weather conditions and potentially dangerous tools, equipment, and machinery.Disclaimers This job description is:
