Job Description
Job Summary:
Under the general supervision of the Deputy Director and day to day direction of a Foreman, performs skilled work pertaining to the use of all equipment and the maintenance and construction of all road surfaces, structures, equipment, signage, signals, village facilities, foliage, trees and drainage systems within the Village of Homer Glen's Authority.Essential Duties and Responsibilities:
- Operate various types of heavy, light, and complex equipment used in the maintenance and construction of Village property, facilities, streets, utilities, etc. (i.e. dump trucks, backhoes, front end loaders, trenchers, crack sealers, snow removal and sanding equipment, sweepers, mowers, hand tools, etc.).
- Perform light maintenance of all equipment used for safety and efficiency purposes.
- Perform skilled asphalt/concrete repairs.
- Participate in administrative requirements of the Public Works Department, including daily work logs, vehicle logs, etc.
- Maintain an assigned "Snow Route" throughout the entire winter weather season for all Snow Removal and De-Icing operations.
- Properly maintain and monitor a Village supplied cell phone; Remain "On-Call", "Duty-Ready" and able to report to work within forty-five (45) minutes of being notified throughout the winter months.
- Comply with the Village Drug Testing Program.
- Provide construction assistance to other departments.
- Attend necessary maintenance training seminars.
- Right-of-way tree trimming and removal
- Remove refuse, waste, and other debris from Village's right-of-way, and other locations withing the Village.
- Read and interpret equipment manuals and work orders to perform required maintenance and service; prepare accurate work records.
- Maintain the Village's equipment in accordance with the manufacturer's specifications.
- Perform preventative maintenance of hand and power tools, specialized equipment and vehicles used to accomplish assignments by checking proper fluid levels, lubrication, lights, air pressure, etc. to ensure safe operations.
- Maintain inventory of tools, supplies and equipment; receive and store parts and equipment.
- Comply with safety regulations and maintain clean and orderly work areas; perform occasional custodial duties, as assigned.
- Perform routine inspection of facilities; identify issues and promptly report defects or adverse conditions to the Deputy Director.
- Participate in sign installation and maintenance activities.
- Repair and install fences.
- Clean vehicles and equipment.
- Pick up tree limbs, and other debris; dig holes and shovel dirt; patch holes.
- Inspect culverts and clean when necessary.
- Clean drainage ditches when necessary.
- Perform other duties as assigned by Public Works Department.
SKILLS, KNOWLEDGE AND ABILITIES
- Knowledge of tools, machines, and equipment used in the maintenance and construction of property within the Village's jurisdictional authority, facilities, streets, etc.
- OSHA safety requirements and standards; general construction practices and procedures; mathematics use to calculate correct amounts of materials.
- Significant responsibility for the care, condition, and use of mechanical materials, equipment, tools, etc.
- Ability to use a variety of tools and street maintenance equipment.
- Working knowledge of basic methods and techniques of general construction, maintenance and repair related to the area of work assigned.
- Skilled in the use of hand tools and in the operation of gasoline and electric powered equipment.
- Skilled in organization and time management to effectively perform job.
- Ability to read, comprehend and/or prepare reports and correspondence.
- Ability to effectively deal with the public in a professional manner.
- Ability to effectively convey information one-on-one or to small groups of employees or the public.
- Ability to make accurate arithmetic computations.
- Ability to perform heavy manual labor.
- Ability to handle stressful situations and multi-task.
- Ability to adapt to changing priorities and to work smoothly and cooperatively on a variety of procedures.
- Ability to effectively solve problems and exercise good judgement.
- Ability to establish and maintain effective working relationships with fellow staff members, elected officials, volunteers and other agencies.
Minimum Requirements:
- High school diploma or equivalent preferred.
- Three years specialized work experience required in at least one area of department operation including street repair, asphalt overlay, concrete flatwork, tree trimming and/or dump operation including snow plowing, etc.
- A valid Illinois Class B Commercial Driver's License, Class A CDL is preferred (must be able to obtain within 90 days of hire).
Preferred Requirements:
- Vocational trades training a plus.
- Mechanical/electrical knowledge desirable.
