ESSENTIAL DUTIES AND RESPONSIBILITIES DISCLAIMER
The above description covers the principal duties and responsibility of the job. The description shall not, however, be construed as a complete listing of all duties which may be required from day-to-day. Administer all purchasing polices and procedures for each department to insure uniformity and to maintain centralized purchasing practices Purchase all equipment, supplies and services for all departments under Police Jury's responsibility. Prepare bids in accordance with state law. Evaluate bids to insure all requirements are met and to insure vendor is capable of performing or providing what is required. Negotiate and review all contracts and agreements to insure a competitive cost is achieved and to insure terms and conditions are current. Assist all department directors to determine their needs for each year to establish budgetary requirements. Assist other parish agencies with purchasing practices to insure compliance with state bid laws. Data entry for purchase orders, blanket purchase orders and bids.
ADDITIONAL DUTIES, AS ASSIGNED
Assist Bossier Parish Treasurer with asset management program, conduct periodic inventory of all items, centralize all surplus equipment and furniture and coordinate auctions as needed.
QUALIFICATIONS

EXPERIENCE
Bachelor's degree (B. S.) from four-year accredited college or university; or three to five years related experience and/or training; or equivalent combination of education and experience. Eight years material/equipment and expediting experience related to governmental bodies. Advanced knowledge of procurement/vendor inspection techniques and requirements. Accounting, financial management and business law as required.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to police jury members and public groups
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
CERTIFICATES, LICENSES, REGISTRATIONS
The incumbent must possess a Valid State Driver's License. Certified Purchasing Manger (CPM) designation or Certified Public Procurement Officer (CPPO) will be considered a plus.
