Job Description

Qualified Behavior Modification Professional (QBMP) Children's Crisis Home (CCH) | Jamul, CA Join a mission-driven team providing critical stabilization services to children with developmental disabilities and complex behavioral needs. This home is a Regional Center-vendored Children's Crisis Home and operates under California Department of Developmental Services (DDS) guidelines, the Lanterman Act, and Title 17 regulations, ensuring high-quality, rights-based care. Position Overview The Qualified Behavior Modification Professional (QBMP) serves as the clinical lead for behavior services and is responsible for the development, implementation, and oversight of Individual Behavior Supports Plans (IBSPs). This role ensures all behavioral services are:
  • Function-based and evidence-based
  • Trauma-informed and person-centered
  • Delivered in the least restrictive manner, consistent with Welfare & Institutions Code Key Responsibilities Behavior Assessment & Plan Development
  • Conduct Functional Behavior Assessments (FBAs) and develop IBSPs within 7 days of admission
  • Ensure IBSPs include:○ Objective baseline data and measurable goals○ Function-based interventions and replacement behaviors○ Data collection systems and review timelines○ Emergency intervention procedures when applicable Monitoring & Regulatory Compliance
  • Conduct monthly in-person monitoring visits (announced and unannounced)
  • Evaluate effectiveness of interventions and update plans as needed
  • Ensure all services align with:○ Individual Program Plan (IPP) ○ Person-centered planning requirements Behavior Intervention Oversight
  • Ensure all interventions comply with Title 17 including:○ Use of positive, non-aversive interventions○ Prohibition of unsafe or prohibited techniques○ Documentation and review of any emergency interventions Staff Training & Competency
  • Provide initial and ongoing training to direct care staff on:○ Behavior plan implementation○ Crisis prevention and de-escalation○ Data collection procedures
  • Ensure staff demonstrate competency consistent with Title 17 service delivery expectations Crisis Support & Risk Mitigation
  • Develop and oversee Individualized Emergency Intervention Plans when required
  • Provide consultation during behavioral crises to ensure safety and regulatory compliance
  • Support least restrictive alternatives to prevent hospitalization or higher levels of care Documentation & Quality Assurance
  • Maintain timely, accurate, and audit-ready documentation in accordance with:○ Title 17 documentation standards○ DDS and Regional Center requirements
  • Participate in:○ Interdisciplinary team meetings○ Program reviews and quality assurance processes Minimum Qualifications All applicants must meet the qualifications of a Behavior Management Consultant/QBMP as defined by Title 17 CCR §54342: Experience in: ○ Children's Crisis Homes (CCH) or Enhanced Behavioral Supports Homes (EBSH)○ Regional Center-vendored programs○ Crisis stabilization or high-acuity settings○ At least 2 years of experience designing, implementing, and monitoring behavior intervention programs for individuals with developmental disabilities Education (Required) • Minimum of 12 semester units in Applied Behavior Analysis (ABA) or equivalent coursework in behavior modification Demonstrated knowledge of: • Title 17 regulations governing behavior services • Behavior intervention safeguards (CCR §§50800-50823) • Individual Behavior Supports Plan requirements (CCR §59060) • Monitoring requirements (CCR §59063) • Lanterman Act consumer rights (WIC §4502) • Person-centered planning (WIC §4646.
