The Re-Employment Services and Eligibility Assessment (RESEA) Facilitator will be responsible for promoting and connecting customers to Vermont Department of Labor Workforce Development and partner services. Customers in this role include Unemployment Insurance beneficiaries, dislocated workers, and job seekers. A strong understanding of local, regional, and statewide community resources is essential, as referrals and resource coordination are a critical component of this role and often take priority over traditional case management activities. The successful candidate must be able to assess customer needs and effectively connect individuals to appropriate workforce, training, education, supportive service, and community-based resources that support successful re-employment outcomes. This role conducts initial and subsequent fact-finding interviews with claimants and involves analytical inquiries requiring technical knowledge related to Unemployment Insurance eligibility, compliance, and RESEA program requirements. The Facilitator provides information, access, and referrals to an array of Vermont Department of Labor Workforce Development services and re-employment-focused programs. Services may include resume development, interview preparation, job search assistance, referrals to training and education opportunities, and connections to state and federal workforce programs. The position also supports customers in developing individualized employment and service plans aligned with their employment goals and barriers to re-employment. Significant data entry, documentation, and compliance with technical programmatic reporting requirements are essential components of this position. Accurate and timely documentation is necessary to demonstrate customer engagement, continued eligibility, compliance with Unemployment Insurance requirements, and adherence to RESEA program standards. Work is performed under the direction and supervision of the VDOL Regional Manager and/or Regional Supervisor, with the expectation that a significant amount of independent judgment and decision-making will be exercised in the performance of duties. Daily travel to Montpelier will be required during the initial training period. Approximately six weeks of training will focus on learning Unemployment Insurance rules, regulations, procedures, and RESEA program requirements. This position will be based in Burlington and requires in-office work five days per week from 7:45 a.m. to 4:30 p.m., with occasional statewide travel required for staff trainings and meetings.

Environmental Factors Duties are typically performed in an office setting with normal working conditions. Some travel may be necessary, for which private transportation may be needed. The RESEA Facilitator will experience significant public and client interaction which may involve individuals who are under personal and financial stress. Incumbents must be able to work in stressful and sometimes emotional situations and treat the public with sensitivity, fairness, and tact. Minimum Qualifications Bachelor's degree AND three (3) years or more of experience in either: employment services, human services, human resources, or vocational counseling. OR Associate's degree AND five (5) years or more of experience in either: employment services, human services, human resources, or vocational counseling. OR High School diploma or equivalent AND seven (7) years or more of experience in either: employment services, human services, human resources, or vocational counseling.
