POSITION OVERVIEW
The Revenue Collector collects all taxes, assessment, fees and other revenues duly levied by and due and owing to the City, as provided for in the General Statutes of the State of Connecticut, the City of New Britain Charter and the Code of Ordinances.SUPERVISION EXERCISED
Directly supervises the Fiscal Manager-Manager of Revenue Services, Revenue Collection Aides, Accounting Assistant, Tax Specialist and any other staff in the Revenue Collection Office (Tax Office).EXAMPLE OF ESSENTIAL DUTIES AND RESPONSIBILITIES
Coordinates the collection of unpaid taxes; serving garnishments and tax levies; overseeing the preparation of bankruptcy filings; and processing foreclosures as necessary; Prepares listings of delinquent taxpayers. Deposits daily all collections made on the preceding day in an account kept for the office of collector of taxes. Transfers all collections, together with an itemized statements and receives receipt from bank. Attends court proceedings as necessary or required. Prepares statistical and narrative reports to various departments, agencies and Mayor's Office. Prepares the annual operating budget and assist with the special revenue and enterprise funds budgets and is responsible for the fiscal management of the Division. Initiates legal procedures when receivables are overdue. Serves as custodian for tax title and foreclosure accounts. Plans and directs the work of staff responsible for collecting and accounting for taxes, sewer, water and clean water fees and collection actions. Develops policies and procedures for departmental operations; Works with sensitive and controversial issues related to collection, foreclosures, bankruptcy and levy; planning, directing, and coordinating receiving and accounting for all prepaid, current, and delinquent taxes and fees; Coordinates the collection of unpaid taxes; serving garnishments and tax levies; overseeing the preparation of bankruptcy filings; and processing foreclosures as necessary; Communicates with the Mayor or her/his designee which is the Finance Director on tax problems and questions. Defends tax decisions. Maintains electronic records and reports to ensure data integrity and accuracy. Performs other related duties as required or directed. Perform a full range of technical skills, review accounts, and provide assistance to customers related to delinquent personal property, real estate, and business accounts.KNOWLEDGE, SKILLS AND ABILITIES
1. Ability to convey property tax information to the public with tact, understanding and courtesy. 2. Strong project management, organizational and time management skills. Excellent problem-solving, analytical and evaluative skills. 3. Proficient knowledge and use of software packages, including Google Docs, QDS, NDS, Microsoft Word, Excel, PowerPoint, and Outlook. (Knowledge of accounting software helpful). 4. A demonstrated ability to lead a team of technical staff and to manage multiple concurrent projects. 5. Excellent verbal and written communication skills. 6. Promotes effective employee relations, enforces City personnel policies and assures compliance to established work rules as well as federal, state and City regulations. 7. Ability to prepare and present manuals and reports (both oral and written) in a clear and concise manner. 8. Ability to establish and maintain effective working relationships with subordinate employees, City employees and the public. 9. Ability to research and reconcile various subsidiary ledgers associated with payments, deposits and collections. 10. Ability to convey property tax information to the public with tact, understanding and courtesy.NOTE:

The minimum qualifications for the Revenue Collector shall be a Bachelor's Degree in accounting, finance or related field and a certification as a Connecticut Certified Municipal Collector (CCMC). The supervision of employees, consultants and third party contractors is preferred. The Revenue Collector must become a resident of the City within one (1) year of appointment.PROBATIONARY PERIOD
The probationary period for this position shall be twelve (12) months.LICENSE OR CERTIFICATE
