Job Description

The Municipal Right-of-Way (ROW) Maintenance Employee performs maintenance, repair, and improvement activities within municipal rights-of-way, including streets, drainage systems, sidewalks, signage areas, easements, and public property. This position supports safe and efficient public infrastructure operations through vegetation control, debris removal, minor repairs, drainage maintenance, traffic control assistance, and general labor activities. Employees are expected to operate equipment safely, respond to emergency situations, and maintain professional interaction with the public.
Qualifications:
Under the general supervision of the Streets and Draining Supervisor, the ROW Maintenance Worker assists with street and right of way maintenance, safety and emergency response and other duties reasonably related to the position. Street and Right-of-Way Maintenance Mow, trim, and maintain vegetation within streets, easements, drainage ditches, medians, and municipal rights-of-way. Remove debris, litter, illegal dumping materials, and obstructions from public areas. Assist with pothole repairs, asphalt patching, and roadway maintenance activities. Maintain sidewalks, curbs, culverts, and drainage structures. Perform ditch cleaning and drainage improvements to reduce flooding concerns. Assist in installation and maintenance of traffic signs, barricades, and safety devices. Maintain municipal facilities and grounds as assigned. Equipment Operation Operate trucks, trailers, mowers, weed eaters, chainsaws, skid steers, tractors, excavators, dump trucks, and other departmental equipment. Conduct pre-trip and post-trip inspections on vehicles and equipment. Report equipment malfunctions and maintenance needs. Safety and Emergency Response Follow all OSHA, TCEQ, TxDOT, and municipal safety requirements. Set up traffic control devices and work zones in accordance with safety standards. Respond during emergencies, severe weather events, utility failures, flooding events, and disaster recovery operations. Participate in after-hours call-outs, standby duty, and emergency response as needed. General Responsibilities Maintain accurate work logs and activity records. Assist other Public Works divisions when necessary. Provide courteous customer service to residents and contractors. Perform additional duties as assigned by supervisory staff. Minimum Qualifications High school diploma or GED preferred. Valid Texas Driver License required. Class B CDL preferred or ability to obtain within a specified timeframe. Experience in municipal maintenance, construction, landscaping, drainage, or heavy equipment operation preferred.
Preferred Certifications:
Texas Flagger Certification, FEMA
ICS/NIMS
Training, First Aid / CPR Certification, Confined Space or Trenching Safety Training, Herbicide Applicator License (if applicable) Knowledge, Skills, and Abilities Knowledge of roadway and drainage maintenance practices. Ability to safely operate light and heavy equipment. Knowledge of work zone traffic control procedures. Ability to understand and follow verbal and written instructions. Ability to work independently and as part of a team. Ability to communicate professionally with coworkers and the public. Physical Requirements Frequent standing, walking, bending, kneeling, climbing, and lifting. Ability to lift and carry materials weighing up to 75 pounds. Ability to work near moving traffic, heavy equipment, and uneven terrain. Ability to work extended hours during emergencies or special projects. Ability to work outdoors in extreme weather conditions. Ability to lift heavy materials and perform physically demanding labor. Working Conditions Outdoor work environment exposed to heat, cold, rain, insects, dust, noise, and traffic hazards. Potential exposure to chemicals, fuels, sewage, and stormwater conditions.
