Assistant Director of Habilitation & Respite Services Position Summary:
Responsible for the training and supervision of Senior Habilitation & Respite Services Supervisors (Senior Supervisors) and Community Inclusion Supervisors (as requested). Ensure services and documentation meet required billing regulations. Ensure quality services are provided to people receiving habilitation and respite services.

Job Responsibilities:
Ensure each Staff Action Plan and IPOP is reviewed and updated at least twice per calendar year, per OPWDD regulations and Agency Policy and Procedures, for relevance and effectiveness, updating and adapting as necessary with individual and other involved parties. Review, approve, and provide feedback on SAPs and IPOPs written by Senior Supervisors and Habilitation Specialist as needed. Ensure SAPs and IPOPs are compliant with OPWDD regulations and Agency Policy and Procedures. Train and support DSPs to effectively adhere to the guidance and staff actions on the SAPs and IPOPs. Train and support DSPs to effectively utilize Electronic Medical Record (EMR) and Electronic Visit Verification (EVV) systems and adhere to billing regulations per OPWDD and NYS. Ensure EMR and EVV Attendance Rosters and daily billing documentation is approved to ensure compliance and accuracy with OPWDD billing regulations daily, if possible, or at a minimum, ensure completion once per week. Obtain accurate contemporaneous daily service records and corrections, as required, to ensure daily billing is following OPWDD regulations and agency policies. Ensure Staff Activity Fees and Mileage Reimbursement submissions from DSPs are approved daily, if possible, or at a minimum, ensure completion once per week. Review and approve Employee Time as assigned and requested to meet payroll deadlines as determined by agency policy; at a minimum, ensure completion bi-weekly. Ensure compliance and accuracy of Employee Time per Agency Policy and Procedures and follow-up on concerns as needed. Obtain, review, and/or complete any documentation required to substantiate billing and/or service provision, ensuring documentation is compliant with OPWDD regulations and Agency Policy and Procedures, including but not limited to Life Plans, LCEDs, OPWDD eligibility, DDP2s, etc. Review and approve timecards and time off requests using the current payroll software, ensuring completion bi-weekly. Review and approve mileage reimbursement submissions for supervisors as requested. Review and approve monthly habilitative summaries as assigned and requested, ensuring summaries are compliant with OPWDD regulations and Agency Policy and Procedures. Establish and maintain effective, ongoing communication with individuals and their team, using all forms of communication allowable by OPWDD and agency policy. Maintain documentation of communications as needed for each individual/family, ensuring that any issues and challenges are documented and reported according to OPWDD and agency policies. Train, support, and coach Supervisors, Senior Supervisors, and Habilitation Specialist to effectively perform all assigned job duties and responsibilities required: Ensure Supervisors, Senior Supervisors, and Habilitation Specialist are provided with and given access to all required materials to successfully perform their job functions (e.g., EMR and Payroll applications, agency, and program forms/templates, etc.). Provide Supervisors, Senior Supervisors, and Habilitation Specialist with on-site training and assistance as needed or requested by their team members or management. Host regular supervision meetings with all assigned Senior Supervisors and Coordinators, at a minimum of once per month or as frequently as requested by their team members or management. Ensure that Senior Supervisors and Habilitation Specialist are maintaining all required billing documentation and ensuring documentation is compliant with OPWDD Regulations and Agency Policy and Procedure. Support Supervisors, Senior Supervisors, and the Habilitation Specialist identifying DSPs for potential staffing matches and support efforts to maximize service delivery Complete all pay rate requests/terminations and EMR staffing matches as needed and requested. Add additional employment positions to EMR as approved and requested by Human Resources. Support Supervisors, Senior Supervisors, and Habilitation Specialist with communicating effectively with DSPs, families, and other outside parties as needed. Support Supervisors and Senior Supervisors with the ongoing supervision of DSPs, providing feedback and assistance as needed and requested. Review and provide feedback on disciplinary actions prior to issuing to DSPs. Attend disciplinary and compliance meetings as needed and requested by Compliance Officer and/or Human Resources. Review outgoing program materials as needed and requested, including, but not limited to, registrations, letters, and flyers. Complete Annual Performance Evaluations for each assigned Senior Supervisor in accordance to Agency Policy and Procedure. Identify and support Supervisors' and Senior Supervisors' opportunities for growth and professional development through coaching and constructive feedback. Identify disciplinary issues and address them according to agency policies and procedures. Assist the Habilitation Specialist in communicating effectively with Care Managers, families, and outside agencies regarding referrals. Assist with the promotion of Community Habilitation and Respite Services to Care Managers, Brokers, families, and other professionals using various platforms, including but limited to presentations, social media, and online marketing. Complete and review internal and external reports as needed and requested including but not limited to agency board reports and county reports. Perform administrative duties necessary to maintain accurate records, utilizing the technology in accordance with Agency Policies and Procedures. Attend all staff, department, leadership, and team meetings and mandatory training sessions to keep abreast of updated agency policies and OPWDD regulations. Facilitate department and senior/manager meetings as requested by director. Conduct self in a manner as to always contribute to maximum individual growth and in accordance with all regulations and Agency Policy and Procedures. Excellent verbal and written communication skills Sound decision-making and judgment Ability to work independently. Meticulous attention to detail with good organizational skills Exceptional inter-personal skills Reliable transportation required. Current auto insurance; valid driver license; acceptable driving record per agency policy Knowledge of computer systems and usage Must have technology available to download multiple apps for use in the community and abide by EFR's technology policy.
Education and Experience:
Bachelor's degree in human services or related field preferred Two years' experience working with people with Developmental Disabilities Two years of supervisory experience preferred. Senior Supervisory experience at EFR preferred.

Compensation:
$26.00•$29.00 per hour Non•Exempt 40 hours per week, including one-hour paid lunch
