Job Description

The Housing Authority of Lincoln County (HALC) is seeking a detail-oriented and dependable Tenant Accounts & Housing Payments Specialist to support tenant, landlord, and Housing Choice Voucher payment activity. This position performs bookkeeping, payment processing, records management, and reconciliation support related to tenant accounts, Housing Assistance Payments, landlord direct deposit records, utility reimbursements, tenant rent deposits, rent rolls, portability reconciliations, account notices, and collections tracking. The ideal candidate will have strong attention to detail, experience with bookkeeping or accounting support, and the ability to communicate professionally with tenants, landlords, program participants, vendors, CPA staff, and HALC employees. Experience with affordable housing, Housing Choice Voucher programs, tenant ledgers, rent rolls, or landlord payments is preferred but not required. This is a full-time position based in Lincoln County, Oregon. HALC offers meaningful work in support of housing stability in our community.

Salary:
$24.00 - $30.00 per hour. Initial placement within the range will depend on experience, qualifications, and demonstrated knowledge of tenant accounting, Housing Choice Voucher payments, rent rolls, and portability reconciliation. Position Overview The Tenant Accounts & Housing Payments Specialist performs bookkeeping, payment processing, records management, and reconciliation support for HALC's tenant, landlord, and Housing Choice Voucher participant accounts. This position is responsible for monthly Housing Assistance Payments (HAP), landlord direct deposit records, voucher participant utility reimbursements, portability billing and reconciliations, tenant rent deposits, rent roll support, tenant account notices, collections tracking, and monthly reconciliation support. Key Responsibilities Process monthly HAP to landlords based on approved HCV and Long Term Rent Assistance (LTRA) records Maintain landlord payment records, direct deposit forms, W-9s, banking updates, and related documentation Process monthly utility reimbursement payments for eligible Housing Choice Voucher participants Support portability billing, payment tracking, and monthly reconciliation of incoming and outgoing portability accounts Post tenant rent payments, deposits, adjustments, credits, and other approved tenant account activity Assist with preparation and maintenance of monthly rent rolls Reconcile tenant rent deposits, tenant ledgers, HAP records, utility payments, portability accounts, and related account activity Track tenant balances, repayment agreements, credits, bad debt, write-offs, and collections activity Prepare tenant account notices, delinquency notices, repayment notices, and other account-related correspondence as directed Coordinate with HCV, property management, finance staff, and HALC's CPA to resolve account discrepancies Prepare monthly reconciliation support and maintain organized, audit-ready records Support CPA requests, audit preparation, HUD reviews, monitoring visits, and management reporting as needed Protect confidential tenant, landlord, participant, banking, and program information Perform other related tenant-accounting and housing-payment duties as assigned Performance Expectations Process tenant-related and housing-program payments accurately and on time Maintain accurate tenant, landlord, and voucher participant account records Support timely monthly reconciliation of tenant ledgers, rent rolls, HAP payments, utility reimbursements, portability accounts, and deposits Ensure account notices and collections tracking are accurate, consistent, and properly documented Maintain organized, audit-ready files in accordance with HALC procedures and records retention requirements Communicate professionally with tenants, landlords, voucher participants, CPA staff, vendors, and HALC employees Identify discrepancies promptly and coordinate with appropriate staff to resolve them Qualifications Education and Experience High school diploma or equivalent required Associate degree in accounting, bookkeeping, business administration, or related field preferred Two years of bookkeeping, accounts receivable, tenant accounting, property management accounting, public-sector finance, or housing-program experience preferred Experience with affordable housing, Housing Choice Voucher programs, landlord payments, tenant ledgers, or rent rolls preferred Equivalent combination of education, training, and experience may be considered Skills and Competencies Knowledge of basic accounting, bookkeeping, accounts receivable, payment processing, and reconciliation practices Strong attention to detail and accuracy Ability to maintain organized financial records and follow internal controls Ability to meet monthly processing deadlines Strong communication and customer service skills Ability to work with confidential tenant, landlord, participant, banking, and program information Proficiency with Microsoft Excel, accounting software, housing management software, and electronic records systems Ability to research account discrepancies and document corrections clearly Knowledge of affordable housing or Housing Choice Voucher program operations preferred Training Requirements The incumbent will be required to successfully complete the following training within 6 months of employment: HAI Group's Customer Service Basics Online Training Fair Housing and Landlord-Tenant Law training HALC training on tenant accounts, rent roll procedures, records retention, internal controls, and housing payment processes Training on HALC's housing management, accounting, and document retention systems Other Requirements Valid driver's license and reliable transportation may be required Ability to pass a background check Ability to maintain confidentiality of tenant, landlord, participant, banking, and financial information Working Conditions Primarily office-based position Frequent computer, phone, email, and records management work Regular interaction with tenants, landlords, voucher participants, CPA staff, vendors, and HALC employees Standard work hours with occasional flexibility required during monthly close, payment processing, audit preparation, or reporting deadlines Housing Authority of Lincoln County is an equal opportunity employer.
