The position requires guiding teams of people with varying technical backgrounds, the ability to be adaptable and flexible (e.g., working varying or extra hours to meet deadlines) and the ability to shift priorities frequently while maintaining attention to detail, meeting deadlines, and achieving high quality standards. Candidates must be able to multi-task, function effectively under strict production deadlines and time constraints, schedule workload to meet deadlines, and be able to manage time efficiently in a high-pressure, fast-paced environment while demonstrating an energetic 'can do' attitude. This position will be in either NCE's Sacramento, Point Richmond Office or Anaheim, CA office.Responsibilities:
Analyzing solicitations (RFIs, RFPs, RFQs, QBSs, Bids, etc.) and / or client requirements to layout proposal strategy. Continually monitoring all amendments and modifications to the solicitation(s). Acquiring or verifying knowledge of subject by interviewing employees engaged in developing responses for services, and referring to sketches, engineering drawings, construction plans and notes. Working closely and collaboratively with proposal stakeholders to develop and document technical and management solutions for large-scale and small-scale federal, public, and private proposals. Managing all aspects of proposal development from receipt of proposal/bid requirements through delivery of proposal/bid submittal. Preparing and managing detailed proposal plans, schedules, outlines, and compliance matrices; consistently and clearly communicating deadlines and draft review expectations to other departments, teaming partners, and subcontractors; and creating and maintaining Outlook invitations for proposal status reviews and other proposal milestones. Coordinating proposal writing assignments with the proposal team members, including page estimates, win themes, and proposal templates. Providing knowledge of commonly used concepts, practices, and procedures within the technical field with excellent technical writing skills in such areas as engineering design, value engineering, project management, program management, and construction management. Managing proposal versioning and quality control to ensure that all proposals meet high standards for submittal, in coordination with the Legal and Design Section departments. Leading proposal-related meetings, including Kickoff meetings; project approach/methodology meetings, as well as, proposal status reviews. Coordinating and supporting the production of proposal submissions, both electronic and paper versions. Building strong partnerships and successful cross-department relationships with Technical, Legal, Accounting, Human Resources, and Executive Management teams. Qualifications (Must Have): Bachelor's Degree in Business, Marketing, English, Journalism, Communications, Engineering, or a related field, or equivalent experience Registrations/Certifications preferred: CPSM or similar designation preferred Minimum 5 years of comparable professional experience in marketing, communications, business development or a related field Intensive and diversified knowledge of marketing and proposal principles in the coordination and production of proposals, presentations, as well as other business development/marketing materials Advanced experience in Adobe Creative Suite, specificallyInDesign and Microsoft Office Suite Working Conditions:
