Job Description
BASIC FUNCTION
Leads the Inland Empire/Desert Regional Consortium (IEDRC), an initiative of the California Community Colleges' Chancellor's Office Workforce and Economic Development Division; serves as the IEDRC chair and is responsible for managing and guiding the work of the consortium in support of the K12 and community colleges in Riverside and San Bernardino counties.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the area administrator, and directs the work of assigned personnel, including IEDRC directors, staff, and external consortium partners.
Education and Experience:
A master's degree in business administration, economics, education, or a related field; and six (6) years of senior-level experience leading directors and/or managers in complex workforce initiatives, including responsibility for strategic planning and grant management; or an equivalent combination of education, training, and experience.
Knowledge Of:
1. California Community College System processes and governance structures. 2. Workforce development strategies and initiatives. 3. Intersegmental pathway development. 4. Organizational change and equity-minded leadership. 5. Principles and practices of budget preparation, management, administration, and reporting. 6. Grant and categorical funding processes, compliance, and reporting. 7. Personnel management, supervision, and evaluation. 8. Oral and written language skills to prepare reports and professional correspondence. 9. Pertinent federal, state, and local laws, codes, and regulations relating to the program area. 10. Dynamics of a culturally and economically diverse community, its education, and workforce training needs.
Ability To:
1. Lead regional governance processes 2. Facilitate complex, multi-college decision-making processes 3. Coordinate multiple complex initiatives while advancing a cohesive regional strategy 4. Apply labor market and outcomes analysis to strategic planning 5. Ability to lead and develop a cross-functional team, ensuring their efforts are aligned, collaborative, and advancing shared strategic goals. 6. Develop and maintain cooperative relationships with local and regional employers, agencies, and governmental entities. 7. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. 8. Demonstrate a sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of community college students and personnel, including those with physical or learning disabilities. 9. Apply participatory governance principles and interpersonal relationship building in a fair and consistent manner.
Licenses and Certifications:
A valid driver's license and proof of insurability may be required to drive a District or personal vehicle.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This classification primarily works in an office and standing in and walking between work areas is occasionally required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Employees in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Additionally, travel in the completion of job duties and statewide functions is required, up to 50% of the time. Employees must possess the ability to lift, carry, push, and/or pull materials and objects up to 20 pounds. The essential functions of this classification must be performed by the incumbents with or without reasonable accommodations.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, with no direct exposure to hazardous physical or chemical substances. Employees may interact with upset individuals in interpreting and enforcing departmental policies and procedures.
EXAMPLES OF TYPICAL JOB FUNCTIONS 1.
Provides consultation and leadership support to the region's college and worforce development board Chief Executive Officers (CEOs), Chief Information Officers (CIOs), Career & Technical Education (CTE) deans, and other leaders to build strategic alignment across institutions and sectors. 2. Develops, implements, and oversees regional governance structures and decision-making processes for Strong Workforce and related initiatives. 3. Directs and develops fiscal systems and processes for vendors, contractors, Requests for Allocations, and/or sub-grant management, and related fiscal compliance reporting. 4. Directs and monitors regional allocation of Strong Workforce and related funds to support the development and expansion of career education programs aligned with regional labor market needs. 5. Collaborates with the Inland Empire/Desert Center of Excellence for Labor Market Research to analyze labor market, enrollment, and outcomes data; uses findings to inform regional strategy, program approval, and investment. 6. Directs the development and implementation of regional reporting frameworks on student outcomes, labor market alignment, and equity data and metrics; interprets and presents findings to CEOs, CIOs, and the CCCCO in order to demonstrate the impact of consortium initiatives. 7. Directs and/or manages the initiation and maintenance of strategic partnerships with K-12 systems, CSU, UC, adult education consortia, and regional economic development organizations to drive aligned workforce pathways. 8. Leads regional change management efforts to support adoption of new initiatives, curriculum, and models across colleges and partner organizations. 9. Directs and evaluates the delivery of regional professional development and incumbent worker training aligned with regional goals and CCCCO priorities. 10. Briefs CEOs, CIOs, CTE deans, and other executive leaders on regional initiatives, funding, and outcomes; establishes and directs the regional communication strategy to ensure regular and transparent information is provided to the appropriate stakeholder groups. 11. Directs, mentors, and evaluates staff, and team members; supports professional growth and the expansion of employee knowledge base. 12. Maintains active connections with local workforce development agencies and boards, business and industry groups, educational partners, and professional organizations. 13. Performs other related duties as assigned; specific duties not listed does not exclude them for this classification if the work is similar or related.
CONDITIONS OF EMPLOYMENT
This is a Classified Management position with vacation, 22 days annually; and paid accruable sick leave, 12 days annually. A pro-rata reduction will be made for employees working less than full-time and less than 12 months. The District provides a health and welfare benefit package for employees and legal qualifying dependents. The work location and assignment within a job classification is determined by the District and may be subject to change.
