OVERALL OBJECTIVE OF THE JOB
To administer and direct the overall operations of the Office of Planning and Business Development under the Department of Economic Development
ESSENTIAL FUNCTIONS OF THE JOB
1. Oversees all aspects of Transportation/Planning; Planning-Land/Site Development; Demographics, Compliance with Pennsylvania Municipalities Planning Code and technical support to County Planning Commission (Enforces the County Subdivision and Land Development Ordinance) in coordination with each component to create a seamless Land Development process. 2. Undertakes and accomplishes technical tasks relative to programs/projects, such as technical aspects of grant applications, environmental reviews/assessments, obtains clearances from Pennsylvania State Historic Preservation Office (SHPO), Pennsylvania Department of Environmental Protection (DEP) and U.S. Environmental Protection Agency (EPA), reviews plans and specs, and participates Requests for Proposals (RFP) for professional services. 3. Delegates work assignments, supervises staff and handles related personnel matters. 4. Maintains efficient and pleasant work environment so all work is accomplished accurately and in a timely fashion. 5. Consults with Commissioners to advise/recommend on issues relative to programs/projects, existing and needed. 6. Consults/advises with Conservation District, Assessment, DEP, Recorders Office and other County Departments. 7. Consults with Federal, State and Local Agencies/Officials regarding programs/projects. 8. Works in conjunction with the staff of the Southwestern PA Commission to accomplish the annual Unified planning, work plan and other regional planning projects. 9. Interacts with public, officials, realtors, developers, etc. relative to planning. 10. Maintains records and information on flood plains, wetlands, demographic, environmental and any other issues/concerns. 11. Undertakes assignments as directed by the Commissioners. 12. Conducts public hearings as required by various programs. 13. Prepares department's annual report for
GCPC. 14.
Assist in water resource development planning. 15. Maintains records, officiates "Right to Know" requests. 16. Acting Planner per Municipalities Planning Code Act 247. 17. County voting representative for the Transportation Technical Committee. 18. Assist with Transportation Program a. Planning b. Technical coordination with the SPC c. Point of Contact with the Bureau of Aviation i. Submits non-aeronautical application to DEP for "shut-down" days at the Airport d. Highway, Freight Transportation, Bridges, Aviation and Federal Highway Administration 19. Oversees Act 14 notifications and Mapping. 20. Oversees all activities dealing with Tax Abatement. 21. Manages and pulls together updates to the Comprehensive Plan. 22. Collects fees for all activities associated with the County

Collects and handles all fees for all planning activities. 24. Maintains and researches sources on resources associated with drilling activities. 25. Helps with planning in regards to Recreational Development. 26. Identifies and recruits businesses and companies for development and for potential expansion and location in Greene County. Assists entities in securing land, financing, Infrastructure etc. 27. Develops and prepares public relations materials to promote and market Greene County including an inventory of development sites, industrial sites, vacant property for potential business development, briefing facilities, brochures, videos, web site etc., as are necessary and required to adequately promote new and expanding businesses and industry. 28. Conducts workshops for local communities and public and government officials when needed. 29. Answers public inquires or directs callers to responsible individual. 30. Monitors and maintains records of program status. 31. Type's letters, forms, reports and other correspondence. 32. Maintains program files and records. 33. Operates computer, photocopiers and other office equipment as necessary. 34. Prepares related documents and summaries of meetings along with action assignments. 35. Performs research, gathers data, organizes and prepares draft analysis for projects. 36. Maintains department files up-to-date according to prescribed standards. 37. Maintains and tracts all Time Cards 38. Handles and records all vacation, comp and sick day requests 39. Maintain all records for the Airport project
OTHER DUTIES OF THE JOB
1. Attends meetings, trainings and seminars as required. 2. Maintains flood maps and assists the public regarding obtaining and using flood maps. 3. Maintains confidentiality of office affairs. 4. Performs other tasks as assigned by Supervisor to ensure that program quality and program requirements are maintained. 5. Performs related work as required.

GIS WORKING CONDITIONS
Works indoors in adequate work space, temperatures, ventilation and lighting. Works with average indoor exposure to noise, stress and disruptions. Normal indoor exposure to dust/dirt. Subject to working evenings or extended hours for meetings, seminars or other job related duties. Travels occasionally when needed to perform essential functions of job.
PHYSICAL AND MENTAL REQUIREMENTS
1. Must possess ability to record, convey and present information, explain procedures and follow instructions. 2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting and reaching necessary to carry out job duties. 3. Medium work with occasional lifting/carrying of objects. 4. Sedentary work, with occasional from coordination movements of fingers/hands to simple movements of feet/legs; torso necessary to carry out job duties. 5. Must be in good general health and demonstrate emotional stability. 6. Must be able to cope with the physical and mental stress of the position. 7. Must be able to pay close attention to details, coordinate efficiently and concentrate on work. 8. Must be in good physical condition and able to walk over a variety of terrain including steps, hillsides and slopes.
QUALIFICATIONS

A. EDUCATION/TRAINING
Bachelor's degree in Business Administration, Education or related field
WORK EXPERIENCE
5-8 years of Administrative and Management business experience for planning and development, including 3 years grant writing experience, or any acceptable combination of experience and training.

1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of the job. 2. Must possess good communication and interpersonal skills. 3. Must possess ability to function independently, have flexibility and the ability to work effectively with co-workers and the general public. 4. Must possess knowledge and proven ability to research, prepare applications, and secure the funding resources necessary to support County initiatives. 5. Knowledge and ability to establish working relationships and work effectively with private businesses, engineering firms, developers, contractors, municipalities, and private and public for-profit and non-profit organizations. 6. Must possess the ability and knowledge regarding county economic development, community development, and housing. 7. Must possess above average communication and interpersonal skills. 8. Must possess initiative and problem solving skills. 9. Must possess excellent organizational skills and ability to coordinate several schedules and details or projects with accuracy and efficiency. 10. Must possess ability to function independently, have flexibility and the ability to work effectively with public, co-workers and others. 11. Must possess the ability to maintain confidentiality in regard to County information and records. 12. Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed. 13. Must possess knowledge of modern office practices and procedures and the ability to perform same in an efficient manner. 14. Must possess mental alertness, clerical and math aptitude and a general knowledge of business, English and grammar and the ability to perform these skills with accuracy and within reasonable speed. 15. Must possess the ability to work independently on complex clerical tasks. 16. Must possess ability to compose replies to routine correspondence. 17. Must possess basic math skills and ability to accurately prepare required reports and mathematical record keeping. 18. Must possess ability to meet and interact effectively with co-workers and general public and to respond accurately to routine questions/inquiries regarding department operations and procedures.
