Job Description
Posting Details The General Services Department (GSD) supports the operations of state government by providing essential services, including procurement, risk management, facilities management, transportation services, and printing services. The Facilities Management Division (FMD), Commercial Real Estate Team is responsible for the procurement of leased space statewide per the provisions of the "State Agencies Leasing Real Property, 1 NMAC 5.21, commonly known referred to as the "Leasing Rule" per the statutory Authority 15.3.2 NMSA. The objective of the Commercial Real Estate Team is to establish a fair, uniform, clean and effective process to regulate leasing property owned by private entities as office space or special use facilities for State of New Mexico executive branch agencies under the jurisdiction of FMD. This position performs tasks related to facilities planning, property leasing and management for the State of New Mexico. This includes leasing transactions, property management operations, contract negotiations, and managing real estate and construction projects. How does it get done?
Key responsibilities:
Coordinates and manages the Request for Proposal (RFP) and procurement process for state leasing agreements, including timelines and deliverables. Collaborates with state agencies to assess space needs, support planning efforts, and align leasing decisions with operational and budgetary requirements. Maintains and administers leasing records and databases, ensuring compliance with record retention and documentation standards. Analyzes market data, lease terms, and cost factors to support leasing decisions and ensure fair and reasonable pricing. Drafts and processes lease agreements and amendments, including renewals, terminations, and notices. Negotiates lease terms within statutory and regulatory guidelines and provides guidance on leasing and property management practices. Serves as a liaison between state agencies, property owners, and contractors to support leasing and facility-related activities. Supports multiple projects simultaneously by coordinating tasks, tracking progress, and resolving issues as they arise. Communicates effectively with stakeholders, including responding to inquiries and developing clear written materials and guidance. Who are the customers? This position provides support and services to executive branch agencies throughout the State of New Mexico, with the exception of the State Land Office. The position works closely with Facilities Management Division (FMD) leadership and operates under the supervision of the Commercial Real Estate Manager. Minimum Qualification Bachelor's degree in a related field. Any combination of education from an accredited college or university in a related field and/or direct experience in real estate, commercial leasing, property management, contract development and management, and/or government procurement totaling four (4) years may substitute for the required education and experience. Employment Requirements Must possess a valid New Mexico driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Working Conditions The majority of the work is performed sitting and in an office setting with exposure to visual/video display terminal and extensive personal computer, phone usage and may be stressful at times. The selected candidate may be exposed to outdoor conditions and on occasion exposed to dusted, debris and loud noise at construction sites. Direct customer interaction and travel may be required.
