Job Description

This is a Department Promotional Examination and is open to eligible employees of the County Administrative Office - Information Technology Services.
EXAMINATION SCHEDULE
Oral Exam :
will be conducted on Wednesday, July 1, 2026.
Examinations:
Oral Exam (Weight 100%): Will be conducted for the purpose of appraising training, education, experience, interest and personal fitness for the position. Applicants must attain at least a 70% score on each phase of the exam process. The Human Resources Division may solely conduct an appraisal of application materials should there be an insufficient number of candidates to warrant an oral examination. Examination components for promotional testing will be administered during scheduled date(s)/time(s)/location without exception.
Minimum Qualifications/ Employment Standards:
Graduation from an accredited college or university with a bachelor's degree, including fifteen (15) semester or twenty-five (25) quarter units in computer science or management information systems AND three (3) years of full-time paid experience in programming, systems analysis and design, telecommunications, and/or network administration, one (1) year of which must have been in a lead or project management position in a network, application development, or telecommunications environment. OR Completion of sixty (60) semester or ninety (90) quarter units from an accredited college or university, including fifteen (15) semester or twenty-five (25) quarter units in computer science or management information systems AND five (5) years of full-time paid experience in programming, systems analysis and design, telecommunications, and/or network administration, one (1) year of which must have been in a lead or project management position in a network, application development, or telecommunications environment. OR Completion of an accredited technical or vocational training program in computer science, computer office automation technology, computer systems technology or closely related field AND five (5) years of full-time paid experience in programming, systems analysis and design, telecommunications, and/or network administration, one (1) year of which must have been in a lead or project management position in a network, application development, or telecommunications environment. OR Seven (7) years of full-time paid experience in programming, systems analysis and design, telecommunications, and/or network administration, one (1) year of which must have been in a lead or project management position in a network, application development, or telecommunications environment. OR Two (2) years as a Senior Systems Analyst, Telecommunications Network Administrator, Network Systems Administrator, or Local Area Network Systems Administrator in the Kern County classification system. Qualifying experience must have been within the last eight (8) years.

This examination will establish an eligible list from which an immediate appointment will be made at the Information Technology Services Department. Other permanent and temporary appointments will be made as needed. Successful candidates will remain on the eligible list for a period of twelve-months, unless specified otherwise by the Civil Service Commission.
