@Orchard LLC is seeking an experienced Senior Environmental Analyst to support a highly visible NOAA program. This position is contingent upon contract award. The Senior Environmental Analyst (Level 3) leads complex Endangered Species Act (ESA) Section 7 consultations. This includes both formal and informal consultations and include the preparation of Biological Opinions and Incidental Take Statements. This role will support mission-critical regulatory functions and ensure the scientific and legal defensibility of regulatory analyses. The analyst will operate independently and may oversee junior staff. Responsibilities Lead formal ESA Section 7 consultations, including the preparation of Biological Opinions Evaluate Biological Assessments and regulatory documentation for completeness and compliance Assess project impacts to ESA-listed marine species and critical habitat Draft Incidental Take Statements and supporting regulatory analyses Develop consultation schedules and ensure adherence to statutory timelines Provide technical oversight and mentoring to junior analysts Coordinate directly with federal agencies, NMFS staff, and stakeholders Ensure quality control of consultation documents and administrative records Maintain accurate and timely data entry in consultation tracking systems
Requirements:
Master's or PhD in environmental science, marine biology, ecology, or related field. 5+ years of experience in ESA consultations or environmental regulatory compliance. Demonstrated experience preparing Biological Opinions and formal consultation documents. Strong knowledge of ESA regulations, marine ecology, and impact assessment methodologies. Experience evaluating marine mammal impacts and MMPA-related documentation. Advanced analytical, writing, and project management skills. Ability to lead complex, high-visibility projects independently.
