Minimum Qualifications:
Level III:
Master's degree in natural sciences, environmental sciences, geography or closely related discipline and three years of relevant experience; or bachelor's degree in one of these fields and five years relevant experience. Ability to clearly communicate and effectively evaluate and generate written technical information. Ability to perform technical research, review and report development. Experience in the use and application of GIS, word processing, spreadsheet, and other common office software. Good communication skills (verbal and written).

Special Abilities:
Effective communication with biologists, ecologists, geologists, engineers, and planners is integral to this position. Background and experience with wetland and aquatic ecology, and knowledge of and/or experience with flora and fauna of northwest Florida, wetland restoration, wetland evaluation, water chemistry/quality analyses, U.S. Army Corps of Engineers (ACOE) and Florida Department of Environmental Protection (FDEP) permitting, Uniform Mitigation Assessment Method (UMAM), GIS, statistical analysis, environmental monitoring, and a watershed management are preferred.
Description of Position:
This is a full time professional interdisciplinary position with the purpose of preserving, protecting and restoring the environmental quality of the District's water resources with emphasis in wetlands, aquatic habitats, and water resources. Project management in support of environmental, biological, restoration, monitoring, program development, and planning activities and programs of the District. Participation in the technical implementation of Department of Transportation Umbrella Regional Mitigation Plan and In-Lieu Fee program, Surface Water Improvement and Management (SWIM) Program, Minimum Flows and Minimum Water Levels, and associated planning, biological, environmental, and program development. Participates in the preparation and review of proposals, work plans, permit applications, restoration plans, monitoring plans, and requests for proposals/qualifications. Functions as a project manager for selected projects and provides supervision of staff, contractors and subcontractors. Develops and provides written reports and oral presentations on results of environmental studies, restoration, monitoring, and compliance with any associated project permit conditions. Makes presentations to the public, government agencies, and the District's Governing Board. Promotes teamwork across divisions, bureaus, and programs and provides superior customer service to the citizens of Florida. Performs other duties as assigned.
