Job Description

City of Brockton Harm Reduction Envir Spec Supervisor Brockton, MA Apply The Harm Reduction Environmental Specialist Supervisor (HRESS) is responsible for guiding daily operations and supporting staff in the field. The Harm Reduction Environmental Specialist Supervisor provides leadership, oversight, and coordination of the Harm Reduction Environmental Specialist team. This role ensures the effective implementation of environmental maintenance, harm reduction strategies, and community engagement efforts across assigned public spaces. The HRESS plays a key role in maintaining the city\'s overall image by ensuring assigned exterior public spaces - including sidewalks, city-owned parking lots, building entrances, and surrounding areas - remain clean, safe, and welcoming for residents, businesses, and visitors. This supervisory position is vital for both public health and environmental maintenance. The Supervisor\'s key responsibility is to enhance public safety and minimize syringe litter. This is achieved by identifying the underlying causes of the issue and deploying innovative, community-based solutions. The scope of work includes, but is not limited to, the remediation of biohazards, clothing, litter, and other biological hazards. This position will be working in various departments: Building Department, Department of Public Works and the Police Department. This is a grant-funded position. Continued employment is contingent upon the availability of ongoing funding, with the current grant scheduled to end in 2036. The position\'s funding will be reviewed annually from the date of hire.
ESSENTIAL FUNCTIONS
Acts as the main point of contact, linking the city government, outreach staff, and people experiencing homelessness or substance use disorder. A key focus is on building rapport with active drug users to encourage their participation in supportive services. This role involves providing nonjudgmental, trauma-informed education and making referrals to vital harm reduction services.. Guides daily operations and supports staff in the field. Ensures the effective implementation of environmental maintenance, harm reduction strategies, and community engagement efforts.
Sharps Disposal:
Primarily responsible for the safe collection and disposal of discarded syringes, needles, and drug-related paraphernalia in parks, walkways and encampments.
Biohazard Remediation:
Cleaning and disinfecting public areas affected by public drug use to prevent the transmission of infectious diseases.
Strategic Harm Reduction Partnership:
Collaboration with
BAMSI COPE
Center and the Brockton Neighborhood Health Center to include expansion of ongoing coordination and partnership.
Environmental Triage:
Identifying and remediate environmental \"concealment\" factors (e.g. overgrown brush or poor lighting) that specifically enable unsafe drug use in public corridors. Other duties as assigned or required.
Requirements:
QUALIFICATIONS REQUIRED AT HIRE
High School diploma or equivalent; a minimum of two - three (2-3) years of relevant work experience in outdoor cleaning, facilities maintenance, or similar work ; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. One to two (1-2) years of supervisory experience and a valid driver\'s license is required. Training will be provided in harm reduction fundamentals, substance use disorder, overdose response, naloxone administration and other areas identified as necessary. Brockton residency is preferred.
