Location:
Downtown•St. Louis, MO Incumbents in this position act as a liaison between the City and community to assist in resolving neighborhood problems and complaints.
Duties include:
meeting with citizens, community leaders and organizations to address complaints, developing action plans and driving to assigned wards to verify complaints; monitoring code enforcement; and identifying code violations.
Essential Functions and Responsibilities:
Manages and resolves neighborhood issues from CSB (Citizen's Service Bureau), meetings, and resident complaints. Conducts regular field inspections focusing on vacant properties, dumping, litter, zoning, and overdue requests. Tracks, reports, and monitors vacant and condemned buildings, including inspections and compliance. Coordinates with City departments on dumping and environmental concerns. Prepares weekly reports and monitors permits, hearings, and notices. Engages with community groups, attends meetings, and recruits block captains and event participants. Identifies and manages nuisance properties, maintains records, posts notices, and supports enforcement actions. Promotes neighborhood stabilization initiatives and completes special projects as assigned.

Data Utilization:
Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.
Human Interaction:
Requires the ability to provide guidance, assistance and/or interpretation to others, such as neighborhood and community organizations and leaders, and the public, on how to apply policies, procedures and standards to specific situations.
Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer and a vehicle, and/or materials used in performing essential functions.
Verbal Aptitude:
Requires the ability to utilize a variety of advisory data and information such as financial statements, technical operating manuals, statutes, procedures, guidelines and non-routine correspondence.
Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division.
Functional Reasoning:
Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective.
Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
Environmental Factors:
Tasks risk exposure to adverse conditions such as temperature extremes, traffic hazards, and slight risk of violence from family disputes or irate individuals.
Physical Requirements:
Tasks involve the ability to exert moderate physical effort in light to moderate work that may involve some combination of lifting, pushing, pulling, and shoveling debris during cleanup projects.
Sensory Requirements:
Requires the ability to recognize and identify individual characteristics of colors, shapes, and sounds associated with job-related objects, materials and tasks. Qualifications A Bachelor's degree in Urban Planning, Social Work, Business or Public Administration, or a related field; plus some experience in neighborhood improvement or effective community problem solving. OR , an equivalent combination of education, training and experience.
License:
Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
