Duties Help This position is loced in the Environmental Management Branch of the Ste Army Nional Guard (ARNG) Headquarters. Serves as the Ste ARNG Environmental Program Manager with responsibility for supervising and managing the ste environmental program in conformance with Federal, ste, and local rules and regulions. Serves as the focal point and technical expert to the Adjutant General; and provides advisory services to all units within the ste regarding Nional Environmental Policy Act (NEPA), Installion Restorion Program (IRP), Air Quality, Wer Quality, Hazardous Waste Management and various other environmental programs. Assigns, directs and reviews the work of ste and/or technician personnel. Determines proper work methods and procedures, sets performance standards, and makes formal appraisal of assigned personnel work performance. Prepares formal requests for filling vacancies and selects or participes in the selection of personnel from lists of eligible applicants. Approves and disapproves leave. Formules and conducts training programs for assigned personnel and conducts informal training to broaden employee skills. Prepares formal requests and recommendions for promotion, incentive awards, reassignments, and disciplinary actions. Responsible for the Ste ARNG Environmental Program and supported tenants, which involves the implemention and monitoring of various programs such as outlined in ARNG regulions, directives and policy guidance. Interprets and directs the implemention of policies and directives for the ste environmental program. Directs the review of plans, specificion designs, etc., prepared for the purpose of ensuring conformity with environmental standards. Directs the initiion, development, and execution of environmental activities; as well as, develops regulory environmental guidance for the ste. Directs the development and management of detailed opering plans and ste regulions. Provides reled environmental compliance guidance for the operion and maintenance of ARNG facilities and utility systems such as solid and hazardous waste disposal, fuel storage and dispensing, etc. Develops regulions, directives; and management plans using agency directives as broad policy required to establish a ste environmental program th complies with Federal, ste, and local regulions. Serves as the ARNG point of contact and spokesperson with Federal, ste, and local regulors. Coordines ARNG level facility environmental plans, programs, and projects. Serves as the primary contact with regulory agencies regarding environmental mters; with civilian authorities for installion project developments th have an impact on surrounding communities directed by NEPA; with Federal, ste, and local agencies for notificion of air and wer quality construction, toxic and hazardous waste permits and other environmental projects; and for coordining initial and ongoing IRP efforts. Directs the performance of surveys, inspections, and evaluion of activities to identify and initie corrective action for deficiencies. Reviews and directs the initiion of corrective actions; the coordinion with NGB on all Notices Of Violion, Compliance Orders, Notices Of Non-compliance; and other reled environmental violions. Responsible for implementing, administering, and maintaining records of the hazardous waste management training program for Ste ARNG personnel. Program responsibilities include proper management; oversight of the hazardous waste management program; development of a working Hazardous Waste Management Plan; and directing a program for inspecting and maintaining all hazardous waste accumulion areas ARNG facilities. Manages the environmental permit program which includes: air, waste wer discharge, pretrement discharge, drinking wer, and hazardous waste storage, disposal, or transportion. Directs the review of all environmentally reled actions on work requests, real property actions, and proposed changes for environmental impact. Directs the review of designs and projects for environmental compliance; correction of environmental deficiencies. Directs the development of the ARNG Environmental Program Ste Opering Budget to ensure th valid cultural and nural resources program requirements are properly identified, justified, and considered in program work plans. Manages assigned program funds. Assists with program funds distribution and obligion. Notifies Federal, ste, and local agencies on mters dealing with legally binding reporting requirements. Establishes procedures for ARNG under developments/interagency (ste & local agencies) for coordinion of land, facilities, environmental plans, and disagreements. Refers technical disputes, which cannot be resolved by ARNG headquarters, ste, regulory agency and/or regional EPA office to NGB, Headquarters. Performs other duties as assigned. GENERAL EXPERIENCE
: 1 year specialized experience to least the next lower grade th provided experience, educion or training demonstring the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstring knowledge of environmental issues, problems and solutions regarding federal, ste, rural and community environmental regulions. Experience in program planning or administrion concerned with environmental protection or other activities reled to environmental problems. Experience in an advisory or research capacity involving the creion of solutions to problems concerning environmental protection or other reled activities. Experience using on-site investigion techniques, analysis of results and development of conclusions to insure conformance to environmental regulions. Must possess two years prior experience in a ste Nional Guard Construction and Facilities Management Office/Installions and Environment (G9) or ARNG G9 or experience in occupional health or environmental health fields.
