Science | Service | Sustainability About SCDES The South Carolina Department of Environmental Services (SCDES) regulates Underground Storage Tanks (USTs) throughout their entire lifecycle—from planning and permitting to compliance, enforcement, and remediation. Our mission is to protect public health and the environment by ensuring regulated facilities operate safely and in compliance with state and federal laws. Job Purpose Under direct supervision, the UST Transfer of Ownership Coordinator performs duties necessary in the implementation of the SC underground storage tank regulatory compliance program and to support the UST Management Division.
Job Responsibilities:
Transfers of ownership. Process all transfers of tank ownership or address changes of owners, operators, or landowners. Issue letters of receipt to both the former owner and new owner. Conduct ownership investigations. These activities may include, but are not limited to, the performance of research at libraries, deed offices, and tax assessors. Prepare written documentation of findings. Also, investigate ownership upon receipt of enforcement memorandums. Notify project managers via e-mail when an ownership investigation has been completed. Serve as the back-up for the release coordinator. Records management. Maintain project files in accordance with established criteria and the UST file retention policy. Other duties. A bachelor's degree in the natural or physical sciences, mathematics, public health, engineering or a related technical field may be substituted for the required work experience.

Degrees in a related technical field include, but are not limited to, Earth sciences, chemistry, biology, physics, soil science, environmental science, mathematics, etc. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Additional Requirements:
Must have a valid driver's license, a 10-year driving record that meets State and Agency Fleet guidelines, and the ability to operate a state vehicle. Ability to read and interpret regulatory requirements. Ability to successfully communicate verbally and in writing with internal and external customers. Demonstrate strong writing, proof-reading, spelling and organizational skills. Proficiency in electronic data management and word processing programs. Ability to work outdoors during inclement weather conditions. Ability to perform related field work, including the ability to lift up to 50 pounds in weight.
May require:
Daily travel throughout the state. Occasional overnight travel. Proficient with Microsoft 365 applications. Ability to prioritize, organize, and manage time effectively. Customer service experience. Presentation skills and the ability to facilitate group discussions. Remote Work:
