Stormwater Principal Planner Salary $80,837.38 - $142,256.66 Annually Location Alexandria, VA Job Type Full-Time Job Number 2026-00370 Department Transportation & Environmental Services Division Environmental Quality Opening Date 05/06/2026 Closing Date 6/5/2026 11:59 PM Eastern Bargaining Unit N/A Description Benefits Questions Stormwater Principal Planner An Overview Are you an experienced stormwater site plan reviewer well-versed in Virginia Erosion and Stormwater Management Program (VESMP), Chesapeake Bay Act, and stormwater quality stormwater management facilities to ensure compliance with local, state, and federal environmental laws, regulations, and policy? If so, you are highly encouraged to apply for the Stormwater Principal Planner position in the Department of Transportation & Environmental Services (T&ES), Stormwater Management Division, to perform professional and technical work as part of the stormwater management team. A person in this role will lead environmental site plan review and supervise two staff in environmental site plan review, the City's Stormwater Quality Facility Best Management Program (BMP) Inspection Program, and the Illicit Discharge Detection and Elimination (IDDE) Program and serve as administrator for the City's Virginia Erosion and Stormwater Management Program (VESMP) and the Chesapeake Bay Act (CPBA) local programs. The goals of these important environmental programs include reducing the impact of development and redevelopment on Alexandria streams, the Potomac River, and the Chesapeake Bay. The Opportunity
  • Performs reviews and manages one staff member in the review and approval of site and grading plans and refines stormwater quality compliance initiatives to ensure state, local, and federal compliance to mitigate stormwater impacts for complex, multi-faceted development projects and stormwater planning initiatives;
  • Manages one staff member that performs work under the City's BMP Inspection Program and the City's IDDE Program;
  • Reviews development site plans, negotiates conditions and positions with applicants, citizens, and City staff, and provides comments at all stages in the process to ensure compliance with VESMP and Chesapeake Bay requirements as incorporated into he City's Environmental Management Ordinance;
  • Employs technical expertise and soft skills to communicate with developers' representatives such as engineers, landscape architects and development attorneys, as well as City staff on public and private stormwater planning initiatives;
  • Participates in Planning Commission and City Council briefings and sessions, as applicable, by leading presentations and/or acting as a subject matter expert for site plans and small area plans; presentations to management staff and elected officials;
  • Proposes stormwater quality and environmental policies via memos to industry or for inclusion in small area planning initiatives;
  • Reviews and provides comments and direction on the work of others related to area of expertise, and acts as an internal consultant to the department and a mentor to other the Water Quality Compliance Specialist and the Stormwater Site Plan Reviewer/Urban Planner III;
  • Responds to complex stormwater, planning, and community inquiries and requests for interpretations or determinations involving an area of expertise; and
  • Reviews environmental analysis and reports submitted during the review of site development plans, which may include Phase 1 and Phase 2 Site Assessments, Site Characterization reports, Risk Assessments, Remediation Reports, hauling routes, and other deliverables from onsite investigations.

Minimum & Additional Requirements The Ideal Candidate Four-Year College Degree; at least five years of progressively-responsible experience in urban or transportation planning and management of large-scale urban projects, and completion of college-level courses in urban planning, transportation or transit planning, public administration, engineering, geography, or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Preferred Qualifications Preferred Qualifications The preferred candidate will possess a bachelor's degree and at least five years of responsible experience in stormwater management planning, water resources, or engineering and completion of college-level courses in environmental science, biology, ecology, soils, stream ecosystems, and water quality, or related field; with training in stormwater plan review and erosion and sediment control.
