Norfolk, VA Job Description:
Subject matter expert / technical analyst for Fleet ranges, SUA, and at-sea OPAREA readiness sustainment and compatibility (RSC) issues. Provide analysis of RSC impacts to Fleet ranges, SUA, and at-sea OPREAs including proposed oil/gas exploration and alternative/renewable energy proposals. Collaborate/coordinate with key non-USFF stakeholders on RSC issues as necessary to include Office of Secretary of Defense (OSD), OPNAV, PACFLT, Systems Commands (SYSCOM), Commander Naval Installation Command (CNIC) HQ, and Navy Regions. Interface with subordinate USFF commands including numbered Fleets, TYCOMs, operational commands, range managers, and range scheduling authorities to gather and analyze inputs for RSC mission impact analyses. Participate with region RSC management teams for issues impacting fleet training or which can affect mission readiness. Interface with federal, state, and local officials and NGOs on RSC proposals that may affect Fleet readiness to assist in developing and articulating Fleet/Navy positions. Assist in coordinating RSC concerns with Fleet National Ocean Policy planning and implementation. Assist in developing and reviewing fleet range sustainment projects, such as environmental compliance and planning documents and range management plans. Coordinate with and provide input to the Committee on Foreign Investment in the U.S. (CFIUS) as CFIUS decisions can impact the Fleet's ability to train and certify ashore and at sea. Other duties as designated in support of encroachment, range, training operations, and environmental readiness.
Qualifications Clearance:
Must have an Active Secret clearance
Education and Experience:
BA/BS degree and six (6) years of experience
OR MA/MS
degree and four (4) years of experience. DoD experience commensurate with senior command positions. Detailed understanding of Fleet ranges, SUA, and at-sea OPAREAs including knowledge of Fleet activities that occur on or within range, OPAREA, and SUA boundaries. Understanding of fleet training range requirements, including Optimized Fleet Response Plan (OFRP)/Fleet Response Training Plan (FRTP), and major and unit level training exercises. Understanding of Navy organization and command and control relationships. Experience in encroachment, range sustainment issues that can affect mission readiness. Staff experience in USN Fleet training, operational planning, and exercise implementation. Experience coordinating with other USN commands and services. Experience in developing and presenting briefings to senior leadership at the Flag/General officer/Senior Executive Service (SES) level.
