This recruitment is open only to current Department of Ecology employees, including those on temporary or project assignments, and Ecology's Washington Conservation Corps members. Location Options:
This position can be based at any of the following duty stations: Headquarters Office in Lacey, WA . Central Region Office in Union Gap, WA . Eastern Region Office in Spokane, WA . Northwest Region Office in Shoreline, WA . Upon hire, you must live within a commutable distance from the selected duty station.Note:
If the selected duty station is the Northwest Region Office in Shoreline, the salary will include an additional 5% premium pay due to its location in King County.Salary range:
$6,571 - $8,835 monthly.Schedule:
This position is eligible for telework and flexible schedule options. You may telework most of your work time with occasional in-person meetings and activities. Schedules are dependent upon position needs and are subject to change. In this role, you will serve as a project manager for a statewide, complex Water Resources Program grant portfolio valued in the tens of millions of dollars. You will be responsible for an integral component of the Water Resources Program's $300 Million, 15-year, competitive grant program contemplated byRCW 90.94.
You will participate in competitive grant solicitations, all aspects of grant project management and administration, and collaboration with partner governments, interested parties, and other eligible entities in a proactive technical assistance posture to support customer success and yield measurable improvements to streamflows around the state.What you will do:
Regular and active review of grant regulations, policy, guidance, scope, budget, and schedule status to understand and manage the details of all aspects of Ecology's responsibilities of the grant portfolio. Regular and active communication with grantees to ensure grantee has the support they need to adhere to their responsibilities detailed in the grant scope, budget, and schedule. Periodic site visits to support the outcomes of all aspects of Ecology's responsibilities of the grant portfolio. Administer invoices in accordance with agency policies and procedures. Oversee the closeout of completed grants in accordance with agency policies and procedures. Grant Negotiations -- responsible for collaborating both internally and with offerees to develop recommended grant agreements with customized scopes, budgets, and schedules appropriate for each unique project. Nine years of experience and/or education as described below: Experience in land use, urban, regional, environmental, or natural resource planning, and/or program development, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related experience. Education involving a major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.Examples of how to qualify:
9 years of experience. 8 years of experienceAND 30-59
semester or 45-89 quarter college credits. 7 years of experienceAND 60-89
semester or 90-134 quarter college credits (Associate's degree). 6 years of experienceAND 90-119
semester or 135-179 quarter college credits. 5 years of experience AND a Bachelor's degree. 3 years of experience AND a Master's degree. 2 years of experience AND a Ph.D.Desired Qualifications:
Demonstrated ability to independently manage complex, multi-phase grant projects and to prepare high-quality written materials such as progress reports, guidance updates, and negotiation documents. Demonstrated knowledge of and experience applying project management principles and techniques to current trends, environmental laws, policies and programs concerning all phases of state resource development, governmental administration structure at local and state levels, environmental social and other problems affecting development of local and state environmental resource programs methods and objectives of urban and natural resources planning, and grants management.
