Housing Weatherization Assessor/Final InspectorCLASIFICATION

Housing Program DirectorRESPONSIBILITIES
Responsible for initial assessment and final inspections of the Weatherization Program. Governs the procedures of the Weatherization Program to ensure production and operational requirements are met in accordance with funding source guidelines, regulations and in accordance with C.E.F.S. Economic Opportunity Corporation policies and procedures. Perform Weatherization assessments and final inspections, data entry, invoicing review, funding review, individual project close out, eligibility determination and apply energy conservation technical measures by maintaining and overseeing the maintenance of accurate and comprehensive paper trail of program activities, as well as accurate data entry on clients, assessments, contractor work orders, final inspection. Responsible for final inspections performed to QCI Standards. Complete work orders and change orders during final inspections. Verify that all work orders and reworks are completed within the contract timelines. Effectively coordinate support to contractors, vendors, and clients to promote successful achievement of the Weatherization goals, and functions in accordance with funding guidelines, regulations, and C.E.F.S. Economic Opportunity Corporation policies and procedures.DUTIES:
1. Obtain knowledge concerning the Federal and State rules, regulations regarding the Weatherization Program, comprehending the relativity to the program operation with implementation of the regulations into the Housing operations. 2. Acquire exposure and knowledge of the Weatherization Program assessment, final inspection procedure, and energy conservation/construction terminology/techniques. 3. Perform Weatherization assessments as requested by the Housing Program Manager and Housing Director. 4. Perform Quality Control Final inspections of client's homes as requested by the Housing Program Manager and Housing Director. 5. Identify and coordinate work order changes and repair during final inspections. 6. Acquire knowledge and exposure to the Homebuyer, SFOOR and CHDO Programs as requested by the Housing Program Manager and Housing Director. 7. Schedule, plan, and coordinate program activities. 8. Check assessments for pricing accuracy, making necessary changes and ready each assessment for data entry. Enter the assessments on the automated energy audit system. Review and authorize the work order for production. 9. Enter and track assessment and work from initiation to completion. 10. Review, authorize, plan and issue work orders to individual contractors to meet production needs/demands and submit report/updates to the Housing Program Manager. 11. Review pricing accuracy, making necessary changes, on each assessment, work order, invoice, and report discrepancies as they occur. 12. Reconcile invoices processed for payment. 13. Maintain/ensure individual client budgets are not exceeded and report discrepancies to the Housing Technician 14. Provide appropriate coordination between Housing Director, Final Inspector, Contractor, and Housing Program Manager to ensure accurate dissemination of information, timely processing and application, inspections, work, and production is maintained. 15. Provide appropriate coordination between Outreach staff, LIHEAP staff, and Housing staff to ensure accurate dissemination of information, timely processing of application, inspection, production, and Emergency Furnace programmatic management is maintained. 16. Submit all paperwork and computations in an accurate, detailed and timely manner on purchase orders, inventory reports, and other documents to ensure programmatic compliance and accurate audit reports. 17. Work directly with all clients, vendors or contractors as required. 18. Assist contractors in reviewing completed jobs and reports submitted and research discrepancies. Alert contractors, Housing Director and Housing Technician of unresolved discrepancies as they occur on invoices and work orders as they relate to contractors. 19. Submit all documents and computations in an accurate, detailed and timely manner to ensure programmatic compliance and accurate audit reporting. 20. Assist Housing staff as assigned by the Housing Director and other duties and responsibilities or as program needs dictate. 21. Perform final inspections to meet Building Performance Quality Control Inspector standards. 22. Assist in the Office of Energy Assistance monitoring process to include office file reviews, field work reviews, and home reviews. 23. Attend required and relevant training. 24. Other tasks as assigned.QUALIFICATIONS
- Associate degree in applied engineering, construction trades or related field is preferred although 2-years' experience which has led to the requisite skills and knowledge needed to perform the above duties may be considered in place of a degree. High school diploma or equivalent is required.
- Must obtain and maintain Building Performance Institute QCI certification within one year of employment.
- Must obtain OSHA 30-hour training certification within 90 days of employment or when offered.
- Must obtain OSHA Confined Space Training within 90 days of employment or when offered.
- Data entry, filing, recording, computation skills, and general knowledge of invoicing and accounting procedures required.
- Must have some ability in program planning, budget control, and policy and regulation implementation.
- Must successfully obtain the state energy auditor certification within one (1) year of employment.
- Must have the ability to plan, communicate, and implement directives and corrective action.
- Must project a positive and pleasant image.
- Must be able to take direction and work with minimal direct supervision.
- Must have organizational skills.
- Must support the mission, goals, and objectives of C.

- Sitting at long intervals, talking, driving, standing, mobility, kneeling, crawling, stooping, squatting, twisting of upper body, reaching to access files, utilization of both hands and all fingers, bending, accessing confined spaces and occasionally lifting/carrying boxes up to approximately 50 lbs.
