Job Description

Introduction Maryland's Family and\r\nMedical Leave Insurance (FAMLI) program will ensure all workers in Maryland\r\nhave paid time off for medical and/or family reasons. FAMLI is a social\r\ninsurance system covering 2.6 million workers and 180,000 employers, delivered\r\nas a digitally native, public-facing service. We're in the early stages of\r\nbuilding something as big and as far-reaching as unemployment insurance or a\r\nnew health department. We know that delivering services primarily through a\r\nwebsite, over the Internet, is a new way of doing business in government. As\r\nthe Policy & Research Team, we work collaboratively with the other FAMLI\r\nteams, as well as our Maryland Department of Labor colleagues, colleagues at\r\nother agencies, and nongovernmental stakeholders to develop the underlying\r\npolicies for the FAMLI program.\r\n\r\n\r\nThe Policy Analyst is a member of the FAMLI\r\nPolicy Directorate, reporting to the Director of Policy & Research. The\r\nPolicy Analyst coordinates, interprets, researches, develops, and monitors\r\npolicy initiatives related to the establishment and administration of\r\nMaryland's family and medical leave system. The Policy Analyst will support\r\nFAMLI's Policy Directorate in its functions of promoting, planning, developing,\r\nand implementing the system, as required by statute, regulation, executive\r\norder, and/or departmental priority that will facilitate efficient and\r\neffective delivery of FAMLI services.\r\n\r\n\r\nThis is a Special Appointment ('At Will') position that serves at the pleasure of the Appointing Authority.\r\n\r\n\r\n\r\n\r\n\r\n GRADE 17\r\n

Charles St, Baltimore, MD 21201\r\n Main Purpose of Job The Policy Analyst is a member of the FAMLI Policy Directorate, reporting to the Director of Policy & Research. The Policy Analyst coordinates, interprets, researches, develops, and monitors policy initiatives related to the establishment and administration of Maryland's family and medical leave system. The Policy Analyst will support FAMLI's Policy Directorate in its functions of promoting, planning, developing, and implementing the system, as required by statute, regulation, executive order, and/or departmental priority that will facilitate efficient and effective delivery of FAMLI services.
POSITION DUTIES
Research\r\nand Analysis\r\n\r\n\r\n Conduct research and analysis of\r\n policy initiatives and best practices to ensure effective policy implementation\r\n for the FAMLI program.�\r\n Plan and execute special projects.�\r\n Confer with Division Leadership\r\n regarding policy decisions.�\r\n\r\n\r\nMaterial\r\nDevelopment�\r\n\r\n\r\n Draft and review procedure manuals,\r\n program guidebooks, regulations and other Departmental policies for both\r\n external and internal use.�\r\n Draft and review background\r\n materials, including briefing materials, talking points, presentations, fact\r\n sheets, and other materials for use by the Assistant Secretary, Deputy\r\n Assistant Secretary, FAMLI Policy & Research Director, and other FAMLI senior\r\n staff.�\r\n\r\n\r\nStakeholder\r\nCoordination�\r\n\r\n\r\n Lead collection of stakeholder input\r\n (employee groups, employer groups, insurers, third party administrators,\r\n advocates, etc.) regarding the implementation and administration of FAMLI\r\n program, at direction of Policy Director.�\r\n Attend and support FAMLI Leadership\r\n at stakeholder meetings.�\r\n\r\n\r\nInter-Departmental\r\nSupport�\r\n\r\n\r\n Contribute to the design and\r\n creation of new IT and process protocols using knowledge of FAMLI policies.\r\n Represent the Policy Directorate at\r\n inter-departmental meetings.\r\n Work collaboratively with the FAMLI\r\n Policy & Research Director, other members of the Policy Directorate,\r\n members of the FAMLI Office of the Assistant Secretary, and other division\r\n leadership to integrate legal analysis, policy, regulatory and legislative\r\n changes to ensure effective implementation of the FAMLI system.\r\n\r\n\r\nDepartmental Support\r\n\r\n\r\n Coordinate\r\n meetings including scheduling, drafting agendas, notetaking and following up on\r\n action items.\r\n Monitor\r\n Policy email.\r\n Assist\r\n Director in completing internal requests.\r\n Track Departmental milestones.�\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education:
\r\n\r\n\r\n Qualified candidates must possess a\r\n degree in Public Policy, Social Work, Political Science, or another similar\r\n subject area from an accredited college or university.\r\n \r\n\r\n\r\n\r\n\r\n
Experience:
�\r\n\r\n\r\n Qualified candidates must possess one (1) to\r\n three (3) years of experience in a policy or legal position drafting policy\r\n documents such as memos, regulations, or guidance. Work experience can be\r\n substituted with an advanced degree in Public Policy, Social Work, or Law.\r\n\r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
