Hiring Agency Legislative | Legislative Research Commission Location 702 Capital Avenue Capitol Annex Room 456 Frankfort, KY 40601 USA Description The Legislative Research Commission is accepting applications for the position of Assistant Reviser of Statutes with Statute Revision. This position is nonpartisan in nature and requires the ability to work with neutrality in a politically charged environment. The Legislative Research Commission provides staff support to the Kentucky General Assembly. The agency offers unique opportunities to people seeking fulfilling, challenging, and rewarding careers. LRC staff members provide diverse services and are united by the common purpose of supporting the branch of government closest to the people. This is a permanent, full-time position with benefits including health and life insurance; retirement plan; and paid holidays, vacation, and sick days. Compensatory time is awarded on an hour-for-hour basis with prior approval.
Job Duties:
Conduct editorial and legal reviews of all drafts of bills, resolutions, committee and floor amendments, proposed and adopted committee substitutes, and conference committee reports prepared by LRC committee staff and other agency bill drafters. Assist bill drafters with initial preparation of bill requests and needed revisions to submitted drafts. Edit summaries and index entries of bills and resolutions for the Legislative Record. Oversee the engrossment of adopted amendments prior to enrollment, in consultation with House and Senate Clerks and Bill Processing. Assist in the compilation of the Acts of the General Assembly, including all tables and other appendices, following each legislative session. Review and edit the text of statutes in enacted bills, assign KRS numbers, create and modify statute catchlines, and incorporate amendatory text into existing statutes during the codification process. Proofread documents prepared by Bill Processing that incorporate the revisions to the text of enacted bills. Conduct legal research pertaining to statutes, Kentucky and United States Constitutions, and proposed legislation and answer questions from legislators, legislative staff, public and private representatives, and members of the public on proposed legislation and enacted laws. Develop topics to improve drafting skills and conduct training sessions for current and newly hired bill drafters. Contribute revisions and updates to LRC's Bill Drafting Manual on a periodic basis. Perform other duties as assigned.
Desired Skills and Abilities:
Excellent oral and written communication skills. Detailed knowledge of bill drafting strong editorial skills, and the ability to interpret federal, state, and local laws, regulations, and legal precedents. Strong general research and legal research ability, including the ability to prepare legal analyses and legal memoranda. Proficiency with LRC's Bill Drafting application and current office technology, including office IT general business software such as Microsoft Office Ability to explain system processes and drafting rules and procedures to bill drafters. Ability to work independently as well as in a team environment. Ability to work under pressure and meet short deadlines. Ability to maintain records and files Minimum Requirements
EDUCATION
Juris Doctor; or master's or advanced degree in government, public policy/administration, or political science. Juris Doctor degree must be from school accredited by the American Bar Association, and its holder must be admitted or eligible for admission to the Kentucky Bar
EXPERIENCE, TRAINING, OR SKILLS
Minimum of 7 years of experience in public policy, legislative management, legal analysis, or a related field. Added consideration given to admission to the Kentucky Bar, substantial bill drafting experience, and advanced knowledge of the legislative process. Substitute
