Job Description

Located in Germantown, MD Project Enhancement Corporation (PEC) is a technical services business focused on providing Project Management and specialized services in the areas of emergency operations, nuclear incident response, nuclear safety, worker safety and health, emergency management, incident response, quality assurance, environment as well as materials and facilities disposition within the DOE and commercial power industry. The team is comprised of PEC and Centaur Consulting Group (Centaur), each offering its own comprehensive and competitive compensation and benefits package.
Employment Position:
Historic Preservation Specialist - On-call, as-needed basis; Estimated 328 hours per year
Location:
DC Metro area. Some work will be done at DHS offices in Springfield VA and/or other locations as needed.
Responsibilities:
Historic Preservation:
Knowledge of DHS Directive 017-01, National Historic Preservation Act [36 CFR Part 800], and Executive Order 13287.
Inventory and Preservation:
Creating and maintaining an inventory of historical assets and developing memos for funding preservation projects.
Compliance and Management Strategies:
Drafting white papers and coordinating management strategies for historical works in compliance with DHS directives and other applicable laws.
Policy Development and Review:
Expertise in drafting and updating environmental planning policies and manuals, such as the FPS Directive 15.2.6.6 Environmental Planning Program. Standard Operating Procedures (SOPs): Developing and updating SOPs for facility environmental audits in accordance with FPS Directive 15.1.3.2 Governance Document Management.
Budget and Policy Review:
Reviewing and updating budget and materials stewardship policies, including recycling tools and draft budget reviews.
Required Qualifications:
Education:
Bachelor's degree in history or closely related field.
Minimum Experience:
2+ years of full-time experience in research, writing, teaching, interpretation, or. other demonstrable professional activity with an academic institution, historic organization or agency, museum, or other professional institution; or substantial contribution through research and publication to the body of scholarly knowledge in the field of history. Contractor shall meet the Secretary of the Interior's (SOI) professional standards: The Secretary of the Interior Professional Qualifications Standards | U.S. Department of the Interior Experience with the Advisory Council on Historic Preservation and the Secretary of the Interior in Accordance with Section 3 of EO 13287, Preserve America September 2020. Desired or Preferred Qualifications Experience with the Department of Homeland Security (DHS).
