The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix. The Water Services Department is seeking a Water Resource Specialist to join our Water Resources team.
Responsibilities include:
Participating in the development, design and evaluation of water policies, agreements, and programs to achieve water resources goals; Reviewing City policies, procedures, and regulations affecting water use and recommending new or revised policies, procedures, and regulations to support water resource goals; Interacting with professional and civic organizations and making public presentations to groups of citizens or other professionals; Coordinating communication of water policy measures that would affect other City programs, policies, or ordinances. Work is performed under general direction and requires independent judgment. This position reports to the Principal Planner or the Water Resource Administrator.
IDEAL CANDIDATE
Knowledge of Public administration, water rights and hydrology, Arizona water policy, practices of water resources planning and water demand management. Knowledge of

Water Loss Audit methodologies. Strong analytical, organizational, and task management skills. Able to work independently and exercise good judgment.
SALARY Pay Range:
$63,044.80 - $118,872.00 annually.
Hiring Range:
$63,044.80 - $80,454.40 annually.
Pay Range Explanation:
Pay range is the entire compensation range for the position classification. Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
Internal Only:
Please understand that this is pay grade 063. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance. Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. Lateral transfers occur when there is no change to the last two digits of the pay grade. When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit. MINIMUM QUALIFICATIONS
Two years of professional experience in resource management, planning. Bachelor's degree in resource management, hydrology, geology, geography, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted. All finalists for positions are subject to a criminal background check applicable to the department or position. This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus: Experience in/with the following: Compiling data for an Annual Water Withdrawal and Use Report to the Arizona Department of Water Resources. Writing formulas and building models using spreadsheet programs. Groundwater recharge and recovery in Arizona. Resource management or planning is preferred. Water supply analysis. Building custom database queries, extract and clean data, and perform statistical analyses. Master's degree in resource management, planning, or a related field, is preferred.
