DESCRIPTION
BENEFITS General Description Responsible for oversight of installation, operation, maintenance and repair of City owned stormwater system. This position performs professional administrative work, directs the planning, construction, operations, and maintenance of the city owned stormwater infrastructure such as drains, culverts and stormwater ponds, to prevent flooding and ensure water quality. This position maintains the City's MS4 permit and ensures that the city is in regulatory compliance with State and Federal environmental standards. This role manages teams, budgets, and capital improvement projects while acting as the primary liaison with regulatory agencies and the public. Work is performed with considerable independence under the general supervision of the Director of Public Services or the Assistant Director of Public Services. This position is exempt. Fair Labor Standards Act overtime provisions will not apply. Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled. Primary Duties Acts as the City's Construction Projects Manager for storm water Capital Improvement construction projects as well as overseeing inspection. Assists in the development and interpretation of policies and procedures related to construction standards, specifications, and methods. Ensure the City maintain compliance with the MS4 permit and all other regulatory requirements from the State or Federal government. Communicates effectively both verbally and in writing and reads and interprets constructions plans. Coordinates with other governmental agencies and private entities on matters involving municipal storm water. Directly supervises the storm water Operations Chief and oversees the operations of the Division. Works with other departments and supervisors to complete given projects and tasks. Assists in the development of capital improvement and storm water budgets. Participates in storm water related special events to promote water quality. Continual involvement with strategic and operational management issues. Implements preventive maintenance programs. Prepares and updates standard operational procedures. Maintains city issued telephone and home telephone, may be required to work rotating shifts and extended hours in emergencies. Assign, allocate and supervise in the tasks and work of public works crews engaged in the repair, rework, and maintenance of storm water and other city owned facilities. Plans and prepares work schedules and assigns work to various crews. Inspects work in progress, modifies or adjusts work schedules, methods, crew sizes and other related factors. Inspects work upon completion to ensure performance standards are maintained. Establishes and maintains efficient and effective records, and compiles data and reviews various records, daily verbal and written reports and other documentation required, including preparation and/or review of time sheets and completion of time, equipment logs. Receives and responds to a variety of inquiries, requests for assistance, concerns and complaints in areas of responsibility, takes corrective action when necessary, and maintains an effective relationship with the public. Implements and enforces City and departmental policies and procedures. Maintains knowledge of current City ordinances/codes, state laws, and relays, and applies such regulations. Represents the department in the recruitment and interview process and makes recommendation for hire of job applicants. Maintains awareness of occupational hazards, promotes, and enforces safety precautions in the workplace. Holds regular safety training sessions for personnel. Maintains knowledge on the operation and usage of hand tools, power driven equipment, and light to heavy construction equipment. Insures employees have proper training in tool and equipment usage, chemical usage, personal protective equipment, and other safety practices, and facilities regular safety training for personnel. Orders necessary materials, chemicals, equipment per Budget and City Purchasing Policy. Assist Director/Assistant Director with the preparation and development of capital improvement and engineering budgets. Assist Director/Assistant Director with the monitoring of departmental budget, objectives and goals. Attends seminars, workshops and conferences as appropriate to enhance job knowledge and skills. Performs other assigned duties as required. Minimum Qualifications Five (5) years of experience as a supervisor in a Public Services field or a Bachelor's degree from an accredited college or university in a related field. Five (5) years of progressively responsible experience in public utilities and/or structural construction management. D.E.P. Certified Stormwater Inspector and hold or be able to obtain, an FSA level 2 certification. Familiar with MS4 permitting and storm water regulations as mandated by the State Department of Environmental Protection (DEP). Certified in Traffic Control and Safety in the work area or obtain within six (6) months from date of employment. Obtain FEMA IS100, IS700 and IS200 within six (6) months from date of employment. Valid Florida Driver's License. Working knowledge of general construction of above and below ground utilities. In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field. Essential Physical Functions & Environmental Conditions Physical Demands Continual light work and occasional heavy work. Requires frequent walking and standing, climbing, stooping, reaching, and bending. Good finger/hand dexterity and hand/eye coordination. Good eyesight, hearing, and speech. Regular driving of vehicle. Work Environment Works inside in an environmentally controlled space; but will intermittently work in adverse environmental conditions (e.g., heat, cold, and rain) for moderate periods of time. Exposed to construction and water/wastewater site hazards, traffic, and moving machinery. It is essential that the Public Services Manager is alert to safety hazards in the field.
