The Water Reclamation Division is responsible for the administration and treatment functions of the wastewater system and the production of reclaimed water at three (3) water reclamation facilities that collectively treat approximately 50 million gallons per day. The Water Reclamation Division is seeking an organized, self ¿ motivated, team player to fill the position of Assistant Manager . Job Description General Functions :
This position is responsible for assisting the Manager in the management of the Division's day-to-day activities. Oversees positions in regional water reclamation facilities with a rated capacity exceeding 96 million gallons per day and a maintenance section responsible for planning, scheduling and executing all mechanical, electrical, instrumentation and controls supporting these operations. Work is performed with independence and reports to the Manager, Water Reclamation. Performance is evaluated through meetings, reports, observations and results achieved. Representative Duties/Assignments :
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification. Assists the Division Manager in the day-to-day management of the Division; overseeing regional water facilities and a maintenance section. Acts in absence of the Division Manager. Supervises section managers responsible for plant maintenance and operations. Develops and leads the treatment plant process control program. Directs efforts to improve reliability of service and the Division's permit compliance through a variety of new and revised programs. Provides oversight of permit compliance data management and reporting. Promotes connectivity, collaboration and standardization across the operating sections to improve the effectiveness and efficiency of both operations and maintenance. Leads Division's infrastructure critical condition and risk prioritization programs, setting objectives and prioritizing maintenance needs to ensure compliance with all capacity, management, operations and maintenance (CMOM) and Environmental Management program requirements. Prepares and reviews Key Performance Indicators (KPI) and metrics reports on maintenance and operations for senior management. Evaluates performance metrics and other operating data and proposes/implements changes to operating practices as part of an ongoing continual improvement process. Interfaces with the Environmental Management System (EMS) Project Manager to ensure that process improvements are memorialized in the EMS. Provides operational input on design projects. Directly responsible for personnel matters within the Division, including hiring, progressive corrective action, training and development, annual performance appraisals and related activities. Performs other related duties as assigned. Minimum Qualifications :
Bachelor¿s degree in Environmental Science, Environmental Engineering and Civil Engineering from an accredited institution. Five (5) years of progressively responsible experience in a Utilities environment focusing in wastewater facility operations, engineering design, industrial maintenance, and/or construction to include two (2) years of supervisory experience. In lieu of the degree requirements, additional relevant experience may be substituted on a year-for-year basis. Preferences:
