POSITION SUMMARY
This position is responsible for the supervision, operation, and maintenance of the Water Utility GIS and mapping services. The work involves sedentary office work and intermittent standing and walking. On-site inspections and equipment maintenance and repair involve occasional lifting of light (0-24 pounds) and heavy (over 25 pounds) objects; climbing ladders; and operating hand equipment requiring a high degree of dexterity. The work also involves distinguishing between shades of color. The work is performed both indoors and outdoors and includes several diverse types of settings: an office, classroom, electrical and mechanical rooms. Parts of the wastewater and water plants, booster and lift stations contain large machinery which are extremely noisy and expose the incumbent to dust, grease and irritating chemicals and require the use of protective masks, headsets, goggles, and gloves. Incumbent may be exposed to hot, cold, or inclement weather. Incumbent in this position will be required to learn all aspects of the Water Utility Engineering Group to include, but not limited to, Asset Management, Environmental Compliance, Plan Review, and Inspections. Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a bachelor's degree and GISP certification. Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years' experience or service. Possession or ability to obtain an appropriate Georgia State certified license for wastewater collections and water distribution operations. Possession of or ability to readily obtain a valid driver's license.NATURE AND SCOPE
The main effect of proficient performance in this position is effective management of the wastewater and water maps and collection of related data which results in protecting public health and all downstream users of waters that pass through or originate in Columbia County. Guidelines are state and federal laws and regulations dealing with standards for the clean water act as well as department policies and procedures. Guidelines are clear and specific but may require interpretation in application. Contacts are typically with department and county personnel, salespeople, state and federal environmental personnel, engineers and the general public.PRINCIPAL ACCOUNTABILITIES
Participates in mapping operations for the Water Utility; direction and coordination of subordinate's work efforts; is responsible for the overall effectiveness of mapping systems and ease of use by field personnel. Provides information essential for the management of the water and wastewater system maps; maintains appropriate records and reports. Assists the Asset Manager in developing the Asset Management Program for Water Utility to follow State and Federal directives. Gathers and inputs all required information. Required to learn all aspects of Columbia County Water Utility Engineering Group Performs other related duties as assigned.KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of GIS systems Knowledge of effective supervisory practices and principles. Knowledge of water and wastewater systems. Knowledge of state and federal regulations regarding Asset Management standards.DESIRABLE TRAINING AND EXPERIENCE
