Landfill Manager Position Description:
The Landfill Manager oversees daily operations of a municipal solid waste (MSW) landfill in Texas, ensuring full compliance with TCEQ (Texas Commission on Environmental Quality) regulations, 30 TAC Chapter 330 , environmental standards, safety requirements, and contractual obligations. This role provides leadership to operations staff, manages equipment and site infrastructure, ensures environmental protection, and maintains efficient, compliant waste disposal operations. Operational Management Direct all landfill daily operations, including waste acceptance, placement, compaction, and cover application. Maintain a controlled, properly sized working face and ensure efficient traffic flow for drops offs. Oversee heavy equipment operations (dozers, compactors, loaders, water trucks) to ensure safe and productive performance. Implement and enforce site operating plans, standard operating procedures, and TCEQ permit requirements. Coordinate with scale house operations to ensure accurate waste tracking, manifests, and reporting. Safety & Risk Management Enforce OSHA, TCEQ, and company safety standards across all landfill operations. Conduct regular safety meetings, toolbox talks, and site inspections. Ensure proper PPE use, equipment safety protocols, and traffic control measures. Lead incident investigations and implement corrective actions. Staff Leadership Supervise equipment operators, working face monitors, scale attendants, and laborers. Provide training, performance evaluations, and scheduling. Promote a culture of safety, accountability, and operational excellence. Environmental Compliance & Safety Ensure full compliance with TCEQ MSW
regulations , permit conditions, and environmental monitoring requirements. Oversee groundwater, stormwater, leachate, and landfill gas monitoring programs. Maintain documentation for inspections, audits, corrective actions, and regulatory reporting. Ensure proper daily, intermediate, and final cover in accordance with Texas regulations. Manage waste screening programs to prevent prohibited or hazardous materials from entering the landfill. Conduct regular safety meetings, toolbox talks, and site inspections. Ensure proper PPE use, equipment safety protocols, and traffic control measures. Lead incident investigations and implement corrective actions. Administrative Management Manage site budget, operating costs, fuel usage, and equipment maintenance schedules. Oversee procurement of materials, supplies, and contracted services. Track tonnage, airspace utilization, compaction rates, and operational efficiency metrics. Support long‑term planning for cell development, closure, and capital projects. Serve as the primary point of contact for municipal clients, regulators, and community stakeholders. Address customer concerns, service issues, and operational inquiries. Job Type:
