GENERAL DESCRIPTION

The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level. Reviews and analyzes complex water rights, water rights changes, and subdivision water distribution plans submitted to the Board of Control in accordance with Wyoming water law and the Board of Control's Regulations and Instructions. Interprets water right or technical data and performs water right searches. Resolves problems, discrepancies, and deficiencies on petitions, water distribution plans, and maps in accordance with Wyoming water law and Board of Control Regulations. Formulates detailed correspondence regarding technical issues. Assists the public, the agency, other state agencies, and federal agencies. Attends and participates in quarterly and special Board meetings and public hearings.PREFERENCES
Preference may be given to those with a Bachelor's degree in water resource sciences, natural resources or environmental science.KNOWLEDGE
A plus but not required is a knowledge of Wyoming water law, compacts, treaties, and court decrees; State Engineer's Office and Board of Control's rules, regulations, business practices, policies, and procedures; legal land descriptions; surveying techniques and water records. Skills in interpersonal, written, and verbal communications; managing resources; and computer applications. Ability to develop collaborative relationships to facilitate the accomplishment of work goals and to build strategic relationships among people, workgroups, and divisions (both internal and external). Must be comfortable to present and convey information clearly and concisely to groups or individuals verbally, electronically, and in writing to ensure they understand the information.MINIMUM QUALIFICATIONS
Education:
Bachelor's (typically in The Sciences)Experience:
0-3 years of progressive work experience in scientific analysis, records management or water rights with acquired knowledge at the level of aNatural Resources Specialist OR Education & Experience Substitution:
4-6 years of progressive work experience in scientific analysis, records management or water rights with acquired knowledge at the level of aNatural Resources Specialist Certificates, Licenses, Registrations:
