What you will be doing:
The Region 2 Access Coordinator plays a critical role for ensuring angler and boating access to the sport fishery resources of the State of Alaska by leading the development and successful completion of complex infrastructure projects, as well as overseeing the operation and maintenance of public sport fishing access facilities across Southcentral Alaska. This position identifies, improves, and maintains angler and boating access sites throughout a broad geographic area that includes the Alaska Peninsula, Bristol Bay, the Kenai Peninsula, Prince William Sound, Kodiak, the Anchorage area, and the Matanuska-Susitna Valley. Duties include development, management, and completion of a wide variety of projects ranging from improving angler access to local stocked lakes to large boat launch renovation projects. The position is a combination of long-term projects and short-term operational and maintenance activities that vary daily. As the regional coordinator this position has a leading role in the success of the program and will interact with staff across the region, the general public, and facilitate partnerships with various agencies (AWT, DEC, DNR State Parks, Mat-Su Borough, USFWS) to address angler access issues. The working environment you can expect: The position may be based in the Palmer or Homer Fish and Game office. Daily work routines are generally self-directed and offer a variety of field and office-based duties. Daily tasks are seasonally driven with an increase of field work and site visits in the summer and planning and site research in the winter. This position also supervises a Fishery Biologist 2 and a Fish & Wildlife Technician 4. Travel to access sites around the region is required. Requires frequent travel within Southcentral Alaska, including travel to access project sites.Who we are looking for:
We are interested in candidates who possess some or all of the following position specific competencies: Knowledge of the Sport Fish Restoration (Dingell-Johnson) Boating Access (Wallop-Breaux) program and familiarity with fisheries research and management principles. Experience writing clear and concise project proposals, contractual agreements, and completing permit applications. Demonstrated ability to review engineered construction drawings and specifications, hire and manage consultants for construction related professional services, and coordinate construction project permitting. Demonstrated ability to build effective relationships with multi-disciplined professionals and peers within and outside the agency such as fisheries managers, fisheries research biologists, fish culturists, communications and outreach specialists, administrative support staff, harbor masters, engineers, local and state regulatory bodies, and the public. Demonstrated ability to set well defined and realistic professional goals; display a high level of initiative, effort, and commitment towards completing assignments in a timely manner; motivated to achieve; and demonstrate responsible behavior while working independently. A valid driver's license is required. This position may be in possession of, or have access to, firearms/ammunition. Minimum Qualifications A bachelor's degree from an accredited college in biology, a branch of biology, limnology, biometrics, oceanography, forestry, fisheries science, or natural resource management; AND One year of full performance professional experience as a biologist or fish culturist. The required professional biologist work experience is met by service as a Fishery Biologist 2, Fish Culturist 2, Wildlife Biologist 2, Habitat Biologist 2, or Fisheries Geneticist 1 with the State of Alaska or the equivalent with another employer.Substitution:
A bachelor's degree from an accredited college that includes or is supplemented by the following credit hours will substitute for the degree in a specific field: • at least 24 semester hours (36 quarter hours) in biology, a branch of biology, limnology, biometrics, oceanography, forestry, aquaculture, aquatic ecology, fisheries resources, or natural resource management (excluding courses that focus on agricultural husbandry techniques, human population dynamics, or the design and manipulation of landscapes), of which 16 semester hours (24 quarter hours) are upper division courses; and • at least 12 semester hours (16 quarter hours) in any combination of two or more of the following: chemistry, physics, mathematics, statistics, geology, hydrology, or GIS.Special Note:
"Upper division courses" means courses that are specialized, in-depth and advanced. Such courses emphasize problem-solving, analytical thinking skills, and theoretical applications, with depth and rigor in a discipline's theories and methods; specialization in a particular field or profession; refinement of general education; and/or development of specific intellectual and professional skills. Upper division courses are commonly identified in college catalogs as 300 level and higher. Some positions may require training in specialized areas such as hydroacoustics, microscopic analysis, underwater research, or fish habitat restoration or enhancement.
