Competitive Position Purpose Manages the development and implementation of the site Radiation Protection programs, ensuring that all operations, maintenance, modifications, and engineering activities are conducted in a radiologically safe manner, protect plant systems and equipment, and protect the environment. Guides activities requiring technical assistance and project management in support of nuclear plant sites consistent with regulatory requirements and litigation minimization needs to ensure that NP Radiation Protection activities are conducted in a manner that protects individuals and the agency. Job Dimensions Supervisory Responsibility — Supervises a staff ranging from 40•100 employees, including Radwaste Managers, RadCon Supervisors, Health Physicists, Health Physics Techs, Laborers and Laborer Foremen. Budget Responsibility — Budget for directs development, operation and modification of radiation protection and radiological waste-related problems is approximately $6•10 million dollars. Principal Accountabilities Supervise Radiation Protection programs to ensure that all hazardous materials, radioactive materials, radioactive waste, mixed wastes, etc., are stored, processed and shipped in compliance with all applicable regulations and requirements and that wastes shipped to the burial sites are correctly characterized and meet burial requirements. Responsible and accountable for the development, implementation, and management of programs at the nuclear site to ensure compliance and effective implementation of Federal and State regulations, license requirements, and industry good practice in the area of radiological control. Ensures that all maintenance and operational activities at the nuclear plant are conducted ALARA and in a safe and efficient manner. Ensures that all liquid, gaseous, and solid process streams are properly identified and controlled to protect plant systems, minimize the release of radioactive materials and effluents from the site, and protect the environment and public. Manages material and support service procurements to ensure efficient support of maintenance, modifications, and operational activities. Guides Radiological Control (RADCON) and Rad Waste activities to ensure that all plant work activities are properly planned, budgeted, scheduled, and conducted so as to support an integrated plant schedule. Manages PORC duties to ensure all activities within the plant are conducted in a safe and efficient manner. Manages programs to ensure professionalism within the plant staff and in interface with NRC and other outside organizations. Develops and directs radiation litigation minimization programs for the site to protect TVA from unwarranted litigation. Provides technical, project management, and operational support to the sites regarding radiological control, program implementation in the areas of radiation protection (exposure and contamination limits, exposure reduction programs). Responsible for succession planning and workforce planning. Minimum Requirements Requirements below meet or exceed
ANSI 3.1-1981
standards. Education —Bachelor degree in a science or engineering subject or the equivalent, including formal training in radiation protection. (ANSI 3.1-1981) Experience — Must have six months on-site experience. Eight years of professional health physics experience of which at least five years shall be in applied radiation protection. At least three years of this experience shall be in professional level applied radiation protection work in a nuclear facility dealing with radiological problems similar to those encountered in nuclear power plants, preferable in a nuclear power plant. During the three years, the individual shall participate in the radiation protection section of an operating nuclear power plant during a routine refueling outage (one to two months) and two months operation above 20 percent power. Knowledge/Skills/Abilities — Knowledge of nuclear plant health physics and radiation protection. Ability to manage and supervise a large staff. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
