Location:
Anacortes, WA, US, 98221 Basic Function Leads and manages the full lifecycle of maintenance executed outage events including scope, budget development, planning, and execution. Additional planning and coordination responsibilities in support of routine and XO maintenance work. Job Duties (functions considered essential as defined by ADA) Works independently as the site leader and owner of the maintenance outage work process ($5M-10M Annually). Partners with the Turnaround Operations Supervisor to align future year outage timelines; contributes to the annual site OPEX budget development process through accurate estimation of future outages. Responsible for scope development with Operations and Engineering and scope challenge with refinery operations leadership; responsible for the overall planning of scope including leading discipline planners. Leads development and optimization of an integrated outage schedule coordinating with Operations, Routine Maintenance, and external service providers. Leads execution of outage events with internal and external maintenance resources, operations, technical and support disciplines, and site leadership. Tracks and communicates cost against budget, identifies and resolves high complexity constraints, appropriately communicates status to site leadership. Works to continuously improve overall maintenance outage process; safety performance, execution to timeline, cost to budget. Leads process to capture post-event learnings. Supports routine maintenance planning and may backfill MTL positions as needed. Actively participates and contributes to the development of site routine maintenance planning personnel through identification of continuous improvement opportunities, mentoring, and sharing of best practices. Health/Safety/Environmental Adheres to and ensures compliance of Life-Saving Principals Incorporates health, safety and environmental considerations into the maintenance outage plan Participates in JSA's, Audits, Safety walk-a-rounds Other Departmental Support Supports Operations to deliver timely and accurate scope within budget. Supports MEI, PEI, and other technical assurance organizations to ensure that upgrades, modifications, improvements, and technical standards are accurately planned and executed. Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion. Experience A minimum of 10 years of combined experience planning and coordinating refinery maintenance work. Excellent communication skills, written and verbal. Proficient skills in MS Office and knowledge leve skill in SAP. Education Level A minimum of a High School Diploma or GED equivalent is required. Required Skills Proficient with spreadsheet, presentation and word processing applications; strong planning, problem-solving, interpersonal, organizational, leadership, analytical, verbal and written communication skills. Proven leadership skills including mentoring, decision making, delegation and motivating others. Supervisory/Managerial Responsibility None. Work Conditions Office and field based with up to 5% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment, including but not limited to chemicals, pressure vessels, tanks, rotating equipment and working in confined spaces. Subject to varying road and weather conditions. Periodic overtime required. Required to respond to plant related emergencies and be available after hours during critical business situations depending on location. The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience. This position has a salary minimum of $115,300.00 and maximum of $200,700.00.
