Position Overview The role of the Permitting Manager in the Permitting & Regulatory Services organization is to manage regulatory scoping, acquisition, and compliance in support of the Marine Services' cable installation and repair projects worldwide. This role encompasses all project phases beginning at Bids & Proposals through post-installation (i.e., maintenance). This role interfaces and coordinates with multiple levels within SubCom's internal organization (e.g., Sales, Marine, R D, Project Management, Finance, Procurement, Fleet Operation, Quality, and Legal) and externally with our Customers, Suppliers, and Regulators. The Permitting Manager position has a significant impact on project implementation schedules and budgets by making certain that proper regulatory due diligence is conducted to ensure that project activities (e.g., marine cable route survey and installation) are conducted on time and within budget in compliance with national, state, and local regulatory requirements or international equivalents. Responsibilities Manage and track regulatory requirement scoping, acquisition, and compliance and coordinate these efforts with subcontractors, SubCom's project teams, Customers, and Regulators. Create and update permitting plans of work in MS Project to manage and track permitting efforts. Contract and manage subcontractors including adherence to scopes of work and schedules. Prepare and update weekly reports to status permitting efforts. Identify and quantitatively and qualitatively categorize regulatory risk. Develop mitigation strategies and mitigation measures to avoid or minimize regulatory risk. Create, update, and archive quality documentation such as plans of work, flow charts, meeting minutes, etc. Manage internal budgets, contractor billing milestones, invoices, and budget forecasts. Qualifications Qualifications Bachelor's Degree in Environmental/Natural Sciences, Business, International Studies, Project Management, or Engineering. Master's preferred. Understanding of linear infrastructure project planning and construction. Technical understanding of subsea cable construction and repair preferred. Understanding of basic regulatory concepts such as authority, jurisdiction, and regulatory trigger. Understanding of international laws and regulatory concepts related to submarine cables preferred (e.g., United Nations Convention on the Law of the Sea, Maritime Jurisdictional Claims). Understanding of domestic laws/regulatory concepts related to submarine cables preferred. Contracting (e.g., preparing scopes of work, soliciting RFQs, proposal evaluations, vendor selection).
Contract and subcontractor management:
including ensuring scopes of work and deliverables are performed in accordance with contract requirements and schedules. Budget management including the tracking billing milestones, invoice review and approval, budget forecasting. Minimum 6 years of relevant work experience required including at least 4 years as a Project Manager. Demonstrates strong technical and formal correspondence writing skills. Strong verbal communication skills (i.e., articulates thoughts ideas clearly, concisely, and persuasively). Able to prepare and give presentations in formal settings (comfortable presenting in front of Customers and Regulators). Proficiency in MS Office applications, especially Project, Excel, Word, and PowerPoint.
