Job Description

Job description The Senior Professional Civil Engineer for Municipal & Public Works is responsible for leading the planning, design, and delivery of public infrastructure projects for municipal clients and special districts. This position provides technical leadership, project management, and mentorship while coordinating closely with public agencies, regulatory authorities, and stakeholders to ensure projects are delivered in compliance with applicable standards, budgets, and schedules.
Key Responsibilities:
Municipal Infrastructure Design & Technical Leadership:
Lead planning, design, and review of municipal infrastructure projects, including: Water distribution and treatment systems. Wastewater collection, pumping, and treatment facilities. Stormwater management systems. Transportation and roadway improvements. Capital improvement and public facility projects. Prepare and review engineering calculations, plans, specifications, Opinions of Probable Construction Cost (OPCC), and technical memoranda. Ensure designs comply with applicable federal, state, and local regulations (including municipal standards and public works specifications) Provide quality control and technical oversight for work produced by engineers, Engineering Interns (EI), Engineers in Training (EITs), and drafting staff.
Project Management & Delivery:
Serve as Project Manager or Project Engineer for municipal and public works projects. Develop scopes of work, project schedules, and fee proposals. Manage project budgets, track progress, and maintain clear documentation for public agency reporting. Coordinate with subconsultants, surveyors, geotechnical engineers, and utility providers.
Regulatory & Agency Coordination:
Coordinate permitting and regulatory approvals with local, state, and federal agencies. Prepare and support permit applications, technical justifications, and agency responses. Attend meetings with governing bodies, public works staff, regulatory agencies, and community stakeholders. Support grant-funded projects, including coordination with funding agencies and compliance documentation.
Construction Support & Administration:
Provide construction phase services including: Review of shop drawings and submittals. Responses to Requests for Information (RFIs). Field observations and site visits. Support during bidding, contract award, and construction closeout. Assist public agencies with interpretation of plans, specifications, and contract documents.
Mentorship & Leadership:
Mentor and support junior engineers, EIs, and EITs in municipal design standards, public agency procedures, and professional development. Promote consistency, quality, and efficiency across municipal project workflows. Contribute to internal standards, templates, and best practices for public works projects.
Qualifications:
Required:
Bachelor's degree in Civil Engineering or related field. Professional Engineer (PE) license (State of Oregon or ability to obtain within a reasonable timeframe). Minimum of seven to ten years of progressively responsible experience in municipal or public works engineering. Strong knowledge of public infrastructure design, construction practices, and permitting. Experience coordinating with public agencies, special districts, and regulatory bodies. Proficiency with AutoCAD Civil 3D and standard civil engineering software. Strong written and verbal communication skills (including public-facing communication).
Preferred:
Experience with Capital Improvement Plans (CIPs). Familiarity with grant-funded infrastructure projects (state or federal). Knowledge of Oregon-specific public works requirements and permitting agencies. Prior experience managing staff or serving in a supervisory role.
