Under the direction of the Team Manager, Supervisor I, a Senior Vocational Rehabilitation Counselor, Qualified Rehabilitation Professional (SVRC, QRP) facilitates the effective delivery of services to consumers in the Blind Field Services District under the Specialized Services Division. The core duties of theSVRC, QRP
include the following non-delegable functions: 1) determining vocational rehabilitation (VR) eligibility; 2) determining priority for services; 3) development of the Individualized Plan for Employment (IPE); 4) determining amendments to the IPE; and 5) determining successful employment outcome achieved and completing case closure for services of Department of Rehabilitation (DOR) consumers. TheSVRC, QRP
may provide and facilitate the effective delivery of Pre-Employment Transition Services (i.e. Student Services) to Potentially Eligible (PE) and eligible students with disabilities, ages 16 through 21. Under the SB 105 law, it is required that counselors serving individuals who are blind or visually impaired have competencies to serve this population. This includes, but is not limited to, knowledge in the following areas: Human guide techniques Modes of written communication Independent living Assistive Technology for employment Orientation and Mobility Conditions of the eye and use of low vision aids Issues relating to employment for individuals with blindness or low vision. If the individual chosen does not have these competencies, training will be provided during the first year. Overnight travel may be required for this training. Additionally, this position will be required to complete yearly training as required by the SB 105 law. This training may require overnight travel. TheSVRC, QRP
is accountable for the quality, quantity, and effectiveness of consumer employment outcomes and must effectively and consistently align the non-delegable duties with the delegable tasks performed by other team members for each consumer's case. Blind Field Services is responsible for service delivery of Federal Title I Vocational Rehabilitation Services Program. The services assist eligible individuals in achieving their employment goals by providing training, assistive technology, supported employment and job placement support. District staff will also conduct eligibility determinations for applicants for services and direct post-employment services for individuals who find jobs as a result of Department of Rehabilitation (DOR) services Multiple vacancies may exist. Working Conditions The majority of the work will take place in one of the following locations with consumers, the public, colleagues, and other stakeholders: a DOR open office setting in a cubicle environment, offsite in the community, at events and various partner locations, and/or at an approved alternate work location. The incumbent must have the ability to work in an office setting for up to 40 hours per week and remain at a workstation for extended periods while utilizing a personal computer, peripherals, and other office equipment with or without accommodation. The incumbent will be working in an office setting with both natural and artificial lighting.
