Job Description SIA Manager Location:
Arlington, VA.

Public Trust Since 1999, ITEC has delivered mission-critical support to the DoD and Intelligence Community. Now part of ManpowerGroup Public Sector (MGPS), we continue that work with expanded capabilities. We are seeking an SIA Manager, which is responsible for coordinating and managing the full Security Impact Assessment workflow across architecture, testing, compliance, and delivery teams. The role emphasizes maintaining documentation, facilitating smooth handoffs, tracking risks, and ensuring all required approvals and artifacts are collected throughout each stage. Additionally, the role drives continuous process improvement and manages stakeholder communications to keep programs aligned, informed, and on schedule.
Job Responsibilities:
Manage the Full Security Impact Assessment Workflow Coordinate the end-to-end process across Security Architecture, AI Security Testing, Review Teams, ATO/Compliance, and IT delivery. Ensure that every phase of the security review—planning, architectural advisory, AI security testing, detailed security review, and compliance approval—has a documented entry/exit criteria and an assigned owner. Facilitate Handoffs Across Teams Ensure early architectural assessments move cleanly into AI testing or system security reviews with no lost context. Track all handoffs between Security Architecture, Security Engineering, and the ATO/Compliance teams. Create and maintain a formal checklist of required artifacts for each stage. Manage Documentation, Approvals, and Artifacts Collect and organize all required documentation: design artifacts, review outputs, mitigation plans, updated diagrams, testing results, and approval records. Ensure all required reviewers and approvers sign off before a program advances. Maintain the library of templates, SOPs, how-to guides, and handbooks. Support Creation and Maintenance of Process Documentation Draft and publish clear, plain-language process guides to help IT program teams understand what they need to do at each stage of the lifecycle. Convert subject-matter-expert input into referenceable materials (guidance, timelines, handbooks). Produce overviews, visuals, and walkthroughs usable by program managers, developers, and security leads. Drive Operational Improvements Identify bottlenecks, recurring gaps, and process inefficiencies and recommend improvements. Update workflows, templates, and documentation based on lessons learned or new AFS security standards. Proactively manage change-log updates to keep the process current as AFS technologies evolve, especially in AI. Track Risks, Issues, and Dependencies Maintain a simple, accessible log of risks and issues that impact the security-assessment workflow (e.g., delayed artifacts, missing approvals, unclear ownership). Escalate blockers appropriately and ensure timely resolution. Coordinate Communication Across All Stakeholders Facilitate regular status touchpoints with Security Architecture, Security Testing, ATO/Compliance, and program teams. Prepare communications, updates, and progress summaries for leadership and governance forums. Serve as the central coordinator ensuring everyone stays aligned, informed, and on schedule.
Required Skills:
Strong program and task management skills, with experience coordinating multi-step workflows across diverse technical and security teams. Ability to manage and track documentation, approvals, calendar milestones, and program-lifecycle checkpoints. High-level technical understanding of IT systems, cloud concepts, and security terminology (identity, logging, environment boundaries) sufficient to facilitate conversations and draft guidance. Strong written communication skills to create templates, SOPs, guidance, and plain-language process documentation. Excellent stakeholder management; comfortable working with Security Architecture, AI Security Testing engineers, compliance leads, program teams, and PMOs. Proficiency with workflow tooling (SharePoint, Confluence, ServiceNow, Program/Planner, Smartsheet, Jira, etc.). Experience supporting governance meetings, preparing briefings, and managing reviews involving senior leadership. Ability to identify gaps in documentation or process flow and drive continuous improvement.
