Job Description:
The Site Safety & Health Officer (SSHO) serves as the on-site safety authority for a U.S. Army Corps of Engineers (USACE) heavy civil construction project involving earthwork and underground utilities. This role is responsible for enforcing jobsite safety requirements, ensuring full compliance with EM 385‑1‑1, and maintaining a safe working environment for all personnel. The SSHO has the authority to stop work when unsafe conditions are observed. This is a field-based position supporting a federal project at Garrison Dam in North Dakota . The project is expected to last approximately 3 months , with a projected start in May/June . Earlier involvement may be required for preconstruction and project kickoff meetings. The anticipated schedule is 7:00 AM - 5:00/6:00 PM with an 11 days on / 3 days off rotation. Travel and per diem will be provided, with logistics based on candidate location.Responsibilities:
Serve as the designated SSHO for an active USACE heavy civil construction site Enforce EM 385‑1‑1 safety standards and all applicable federal safety requirements Conduct daily field safety oversight focused on high-risk activities including: Excavation and trenching Fall protection Confined space entry Heavy equipment operations Prepare, implement, and maintain Accident Prevention Plans (APPs) Develop and review Activity Hazard Analyses (AHAs) for project work activities Perform daily jobsite safety inspections and document findings Lead daily toolbox talks and safety meetings with crews and subcontractors Identify unsafe conditions and behaviors and take immediate corrective action Support and participate in USACE safety inspections, audits, and meetings Maintain required safety logs, reports, and documentation within RMS Work closely with the Superintendent and field crews to integrate safety into daily operationsQualifications:
Required Experience & Skills Previous responsibility for safety oversight on active construction sites Experience on USACE, federal, or highly regulated construction projects (minimum 1-2 projects) Strong understanding of federal safety standards and inspection requirements Proven ability to identify, correct, and control jobsite hazards Hands-on knowledge of fall protection systems, including harnesses, tie-off systems, lifts, and scaffolding Experience overseeing or managing confined space entry, including permits, air monitoring, and rescue planning Experience preparing and managing: Accident Prevention Plans (APPs) Activity Hazard Analyses (AHAs) Comfortable enforcing safety requirements and stopping work when conditions are unsafe Effective communicator capable of leading safety meetings and setting clear expectations Required Certifications & Training OSHA 30-Hour EM 385‑1‑1 Training Competent Person training in one or more of the following: Excavation Fall Protection Confined Space Scaffolding Hazardous Energy / Lockout‑Tagout (LOTO) First Aid / CPR Fall Protection Training Preferred (Not Required) OSHA 510 orOSHA 500
CHST, CSP, or similar safety credentialsWork Environment:

Pay and Benefits The pay range for this position is $38.00 - $57.00/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
