Job Description:
Under the direction of the City Manager, this executive-level position plans, manages and directs the functions, activities and programs of the Community Development Department, which include Planning- current, long-range, comprehensive and mobility, historic preservation, urban design and design review; Building and Safety
- permit services administration; Neighborhood Services
- licensing, code compliance/enforcement, education/outreach, and graffiti removal; Economic Development; and Housing
- homeless services.
Common Responsibilities:

Work the necessary hours and times, including overtime as authorized for non-management staff, to complete goals, tasks, and objectives. Safety Ensure the duties of the position are performed in a safe and efficient manner. Assume responsibility for maintaining a safe working environment. Teamwork Foster a teamwork environment. Establish and maintain effective working relationships. Communications Give and receive direction in English. Communicate effectively in English, both orally and in writing. Equipment Operate or use all position-related software, equipment and tools effectively and safely. Cyber Security Actively participate in maintaining a secure computing environment by adhering to and implementing City cybersecurity policies, procedures, and best practices. This includes understanding common cyber threats such as phishing and malware, and promptly reporting suspicious activities. Minimum RequirementsMINIMUM REQUIRED QUALIFICATIONS
The following functions are typical for this classification. Incumbents may not perform all listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.Education:
Bachelor's Degree in City or Urban Planning, Architecture, Engineering, Economics, Public or Business Administration or a related field is required. A Master's Degree in a related field is highly desirable.Experience:
Ten years of comprehensive management-level experience in one or more of the following areas: municipal planning; community development, economic development, redevelopment; building and safety; or housing. This experience must include two years as a department or section head over a complex organization.Transportation:
A valid California Class C Driver's License is required. Work is primarily performed Monday to Friday during regular office hours. Evening work may be required. Weekend or holiday work may be required. Emergency response may be required 24 hours per day, 7 days per week, including nights, weekends and holidays. The evaluation will consist of a review of each candidate's qualifications including professional experience, education, certifications and other suitable training, based on submitted materials, necessary to determine the most highly qualified and suitable candidates for this position. The recommended group of finalists will participate in the two Oral Assessment Panels, which will consist of the following:ORAL ASSESSMENT PANELS
To evaluate the candidates' qualifications, professional accomplishments, goals, leadership abilities, and compatibility in this position. Professional Panel Interview (50%)- The Panel will consist of Community Development and Management professionals from other jurisdictions. Community/Internal Panel Interview (50%)
- The Community/Internal Panel will consist of active and prominent members of the community, City of Glendale Executives and Upper Management employees, as well as Employee Association representatives.
