Shape the future of passenger rail in California Are you a visionary planner and strategic leader ready to make a lasting impact on regional mobility? The San Joaquin Regional Rail Commission (SJRRC) and the San Joaquin Joint Powers Authority (SJJPA) are seeking an experienced and driven Manager of Planning to lead transformative rail initiatives that connect communities, support economic growth, and advance sustainable transportation. About the Role Under the general direction of the Deputy Director of Planning, Grants and Programming, the Manager of Planning plays a pivotal leadership role in delivering complex, high-impact planning and funding strategies for ACE and Gold Runner passenger rail services. This is your opportunity to guide innovative projects spanning short, mid, and long-range planning, while overseeing critical funding programs that support billions of dollars in investment. What You'll Do Lead Transformational Planning Efforts Direct advanced, large-scale planning studies for commuter and intercity passenger rail Shape regional mobility through station area development, environmental analysis, and network integration Support system expansion, including coordination with high-speed rail and other transportation programs Drive Funding & Grant Success (Over $2B+ Portfolio) Secure and manage funding from local, state, regional, and federal sources Oversee grant lifecycle activities—from strategy and application to compliance and reporting Ensure funding supports key initiatives including: Capital infrastructure projects Rolling stock acquisition Operations and passenger programs Clean energy and sustainability initiatives Community enhancement and workforce development Build Strategic Partnerships Serve as a trusted liaison with major agencies and stakeholders, including: California Department of Transportation (Caltrans) Federal Railroad Administration (FRA) California Transportation Commission (CTC) California State Transportation Agency (CalSTA) Metropolitan Planning Organizations (MPOs) and Regional Transportation Planning Agencies (RTPAs) Champion advocacy efforts to advance rail priorities across the region Lead and Inspire Mentor, coach, and supervise a talented team within the Planning, Grants and Programming Department Collaborate cross-functionally to deliver results across the agency Act as the subject matter expert for planning, grants, and pre-award programming activities What We're Looking For Proven leadership in transportation planning, rail programs, or large-scale infrastructure initiatives Deep knowledge of grant funding programs and compliance standards Strong experience with multi-agency coordination and stakeholder engagement Strategic thinker with the ability to manage complex, high-value projects Passion for sustainable transportation and regional connectivity Why Join Us? Salary:
