Job Description

JOB DESCRIPTION
The Manager of Planning is responsible for leading and overseeing advanced, highly-complex professional planning studies and activities. The Manager is also responsible for securing all phases of local, state, regional and federal grants and funding programs available to the San Joaquin Regional Rail Commission (SJRRC) and the San Joaquin Joint Powers Authority (SJJPA) for its various commuter and intercity passenger rail programs and related responsibilities. Funding sources for the
SJRRC/SJJPA
are essential to cover a wide range of activities and programs, including planning studies, over $2 billion in capital projects, rolling stock, operations, passenger programs, clean energy transitions, community improvements and workforce development. The Manager ensures agency compliance with all requirements associated with planning and grant programs and serves as the agency liaison with planning and funding partners including but are not limited to: California Department of Transportation, Federal Railroad Administration, California Transportation Commission, California State Transportation Agency, Metropolitan Planning Organizations, Regional Transportation Planning Agencies and other regional stakeholders and partners. The Manager mentors, coaches, trains and supervises staff within the Planning, Grants and Programming Department; and in collaboration with other departments in the agency, serves as the lead manager and subject matter expert for all activities related to planning, grants, and programming (pre-award activities).
