INTRODUCTION
This position is in Department on Disability Services (DDS), Office of the Deputy Director, Quality Assurance and Performance Management Administration. The incumbent is responsible for leading a broad range of activities associated with establishing strategic plans, developing meaningful metrics to assess conformance with plans, and conducting detail and strategic reviews of organizational performance forDDS. MAJOR DUTIES
Guides the agency's efforts in the development of overall program goals and objectives. Participates in the establishment of vision, policies, and guidelines for the agency. Provides vision and new concepts for use by the agency and its components, including technical, managerial, operational, and feasibility assessments. Assists the agency's executive leadership with the accomplishment of major program initiatives. Assists managers in development of Key Performance Indicators (KPIs). Collects data and tracks KPIs and related performance data and provides dashboards of performance data and generates specific and specialized reports, as needed, for planning strategic, analytical, data-driven performance strategies. Performs statistical analysis of studies and trends on a wide range of topics relating to the field of disability and operational and strategic issues within the agency. Conducts management reviews to determine agency performance effectiveness and the adequacy of management systems, controls and procedures and provides operational and systems feedback to improve performance. Provides oversight of performance reports from the DDA and RSA Client Information Systems. Designs format and evaluation strategies to accomplish comprehensive review and analysis of several previously analyzed independent issues including District and Federal program requirements, medical and health care market trends and analysis, policy and organizational delivery mechanisms, management evaluation techniques, manpower utilization, and operational best practices. From extensive data compilation and analysis, formulates well-developed and comprehensive approaches and alternatives to the formulation of program policy, the design of delivery systems, staff utilization and organizational structure/restructuring, which enhances the effectiveness, and efficiency of program operations. Develops position papers and oral and written briefing documents as required. Coordinates, plans, and conducts special studies or projects primarily for the purpose of improving program operations, services, reporting procedures and systems, including, but not limited to supervisory or administrative problems, analyses of work distribution, utilization of skills resources, development and improvement of internal and external reporting systems and procedures. Facilitates meetings to gather all project requirements, tasks, activities, and milestones. Works with managers to assist in defining specific functional requirements and defining associated project tasks relating to established systems e.g. MCIS, System 7, etc. Develops program plans, work breakdown structures, detailed schedules, and resource requirements. Develops an overall "Master Project Plan" at a high level that encompasses all major activities for system development; and other projects assigned. Integrates multiple schedules, identifies project dependencies, critical paths and ensures each major activity. Reflects dependencies and linkages to the organization's Strategic Plan, Annual Performance Plan and Budget Operating Plans or other established reporting and planning requirements. Manages the activities of assigned employees and other contractors and consultants. Provides supervision and guidance to subordinate staff by establishing work standards, designating work assignments, identifying developmental and training needs, and evaluating work performance. Gives advice, counsel, and instructions to individual employees on both work and administrative matters. Interviews candidates for vacant positions and makes recommendations for appointments, promotions, or reassignments involving these positions. Provides final approval or resolves problems arising over leave usage. Evaluates subordinates' activities, work performance, and conduct. Performs other duties as assigned.QUALIFICATIONS
Applicants must have one (1) year of specialized experience at the next lower grade level. Six (5) years of related experience that equipped the applicant with the knowledge, skills, and abilities that involve performance management and data analysis or data research. Specialized experience includes independently planning, designing, and carrying out performance management programs, projects, studies and/or other work. You must meet all qualification and eligibility requirements by the closing date of this announcement.EDUCATION
Minimum requirement: Bachelor's degree in business administration, finance, public administration, or related area preferred. An equivalent combination of education and experience is required.WORK EXPERIENCE/KNOWLEDGE REQUIRED
Expert knowledge and experience with establishing and implementing strategic performance systems and programs in a results-oriented culture. Experience serving as an expert on strategic, organizational, and individual performance planning and assessments; data accuracy, reliability, and agency performance planning. Knowledge of principles and practices of public administration, planning, management and operations research, and management improvement programs is required. Knowledge of agency program goals and the interrelationships of programs within the agency, including the sequencing and timing of essential program events and milestones and methods of evaluating progress. Ability to comprehend multi-faceted problems and to design appropriate and effective techniques for resolution. Ability to provide feedback in area of performance and implement corrective action. Ability to independently plan, design and carry out performance management programs, projects, studies and/or other work. Ability to assess and evaluate policies, programs, and issues for decision-making, and to identify potential and existing problem areas. Ability to establish excellent relationships and work cooperatively with individuals, groups and organizations that are diverse in mission, composition, function, and capacity. Ability to troubleshoot and use good judgment to make appropriate decisions. Understanding of pertinent basic statistical, accounting, budget and economic principles and techniques is required. Knowledge as would be evident of five years of increasing responsibility in performance management indicating the ability to manage and provide direction to subordinates and administer a comprehensive performance management plan.
